(1) guiding ideology.

Carrying out the spirit of the 17th CPC National Congress and holding high the great banner of socialism with Chinese characteristics and guided by Deng Xiaoping theory and the important thought of "Three Represents", we will thoroughly implement the Scientific Outlook on Development, focus on changing the mode of economic development, promote the coordinated development of economy and society, deepen the reform of the economic system step by step, improve the socialist market economic system, and provide a powerful driving force and institutional guarantee for promoting scientific development and promoting social harmony.

(two) basic principles.

Adhere to the direction of socialist market economy reform and integrate the basic system of socialism with the development of market economy.

We must persist in promoting scientific development through reform, and solve deep-seated contradictions and problems in economic and social development with reform.

Adhering to the principle of "putting people first" and taking the vital interests of the masses as a starting point and foothold to promote reform.

Adhere to the combination of practice exploration and system construction, and standardize, institutionalize and legalize the effective reform measures in time.

Key tasks of economic restructuring in two and 2008

(1) speed up the reform of the administrative system.

In accordance with the requirements of the reform plan of the State Council, we should formulate and implement the "three stipulations", promote the reform of government institutions, and establish an administrative system with uniform powers and responsibilities, reasonable division of labor, scientific decision-making, smooth implementation and strong supervision.

We should push forward the reform of the fiscal and taxation system, study and formulate reform plans, further straighten out the relationship between the central authorities and the local authorities, improve the pfer payment system and the following provincial fiscal system, deepen the reform of the budgetary system, strengthen budgetary management and supervision, improve the public financial system around the equalization of basic public services and the construction of main functional areas, and innovate the mechanism of financial support for compulsory education, health care, public culture, social security and housing security at all levels (the Ministry of Finance and the development and Reform Commission take the lead).

We should push forward the reform of taxation system.

To implement the new enterprise income tax law, formulate relevant supporting policies, promote the reform of the resource tax system, study the establishment of a comprehensive and classified personal income tax system, study and formulate a plan for the implementation of the value-added tax pformation in the whole country, study and promote the reform of the real estate tax system, and study the Levy of the environmental protection tax (the Ministry of Finance and the General Administration of Taxation) take the lead.

We should formulate regulations on the administration of credit collection, promote the construction of social credit system, and formulate regulations on deposit insurance (responsible for the people's Bank of China and the Legislative Affairs Office).

We should establish a sound financial supervision and coordination mechanism, and establish a supervisory system for financial holding companies and cross financial businesses (people's Bank, Ministry of finance, Banking Regulatory Commission, Securities Regulatory Commission and CIRC).

We should promote the reform of monopoly industries and public utilities.

We should deepen the reform of rural hydropower system and study the establishment of a rural hydropower management system that is beneficial to the benefit of farmers (the Ministry of water resources and the Energy Bureau).

Promoting the development of the non-public sector of the economy.

We will further formulate and implement the relevant supporting policies of the State Council on encouraging and supporting the development of the private sector and other non-public sectors of the economy (Guo Fa [2005] 3), and relax and regulate policies and measures in the market access, fiscal revenue, credit guarantee and financial services of the non-public sector of the economy (led by the Ministry of industry and information technology).

Promote stable and healthy development of capital market.

We should strengthen the basic system construction of the capital market, improve the supervision system of the capital market, strengthen the supervision team construction, actively develop the corporate bond market, optimize the market structure, guide the listing of high quality enterprises, further expand the main board market, develop the SME board market, and actively and steadily push forward the construction of the GEM market (the SFC takes the lead).

We should amend the regulations on corporate bond management and expand the scale of issuance of corporate bonds (responsible for the development and Reform Commission and the Legislative Affairs Office).

Standardize the development of land market.

Adhere to the strictest farmland protection system, establish a common responsibility mechanism in central areas, standardize and improve land acquisition procedures, improve land expropriation compensation methods, improve land allocation system, actively explore the implementation of the state organs' office land, infrastructure and all kinds of social undertaking land paid use system; improve the operating land and industrial land pfer system; promote the increase of urban construction land and rural construction land reduction linked, and increase the scale of urban construction land and the scale of rural population settlement linked to the pilot work (the Ministry of land and resources lead).

We should strengthen the pfer of rural land contractual management rights, standardize management and services, and establish a comprehensive contract management system and pfer filing system (led by the Ministry of Agriculture).

The establishment of a unified and standardized human resources market.

We should integrate the personnel market and the labor market, do a good job in the implementation of the Employment Promotion Law of the People's Republic of China and the labor contract law of the People's Republic of China, and formulate relevant supporting laws and regulations (the Ministry of human resources and social security) take the lead.

We should actively and steadily push forward the reform of the household registration system, adjust the household registration policy and allow eligible rural residents to settle down in cities.

(six) deepen the reform of the rural economic system.

Deepen rural comprehensive reform.

We should further expand the pilot areas for comprehensive reform in rural areas, introduce guiding opinions to clean up and defuse rural debts, carry out a pilot project to dissolve the "universal debt" of compulsory education in rural areas, and promote the pilot reform of the comprehensive reform of water burdens on farmers.

Promoting rural financial reform and innovation.

We should actively and steadily push forward the pilot work of the admission policy for financial institutions in rural areas, cultivate microcredit organizations, and establish a guarantee mechanism in line with the characteristics of the rural areas (the CBRC and the people's Bank).

The study put forward suggestions to further speed up the reform and development of agricultural reclamation (led by the Ministry of Agriculture).

To promote the reform of management system of Hainan farms (Ministry of Finance).

We should promote the reform of the property rights system of small-scale irrigation and water conservancy projects and rural hydropower engineering facilities, and promote the reform of the management system of non operational rural water conservancy projects (led by the Ministry of water resources).

(seven) establish and improve the mechanism of resource conservation and environmental protection.

We should improve the pricing mechanism of resources and environment.

We should gradually improve the price formation mechanism of finished products and natural gas, implement the policy of differential electricity price, reduce the price of small thermal power and increase the price of desulphurization, improve the electricity price mechanism to promote the development of renewable energy; combine the sale price adjustment to basically realize the same price of commercial and general industrial electricity; and carry out the pilot of energy saving dispatching (the development and Reform Commission and the Energy Bureau).

We should improve the charging system for sewage treatment and garbage disposal (the development and Reform Commission takes the lead).

The administrative measures for the collection and use of water resources fees have been formulated (the Ministry of finance takes the lead).

We should establish and improve the system of compensated use of resources and the compensation mechanism for ecological environment.

We should fully implement the system of paid acquisition of prospecting rights and mining rights, improve the responsibility mechanism of mine environmental protection and governance, reform the distribution system of resource gains, and establish a resource compensation mechanism for underdeveloped areas (Ministry of finance, Ministry of land and resources, and development and Reform Commission).

We will promote the establishment of a pilot project for establishing an ecological compensation mechanism for p provincial watersheds, carry out a pilot scheme for the paid use and trading of sulfur dioxide emission rights in thermal power plants, and carry out pilot projects of paid use and trading of major pollutants for water pollutants in the Taihu River Basin, and explore the establishment of a system of compensated use of the environment (the Ministry of finance, the Ministry of environmental protection and the development and Reform Commission).

We will improve the system of energy conservation and emission reduction.
