According to the spirit of the 17th CPC National Congress and the requirements of the central economic work conference, in accordance with the overall plan of the 11th Five-Year plan for economic restructuring, the following opinions are put forward on deepening the reform of the economic system in 2008: I. guiding ideology and basic principles (1) guiding ideology. (two) basic principles. Adhere to the direction of socialist market economy reform and integrate the basic system of socialism with the development of market economy. We must persist in promoting scientific development through reform, and solve deep-seated contradictions and problems in economic and social development with reform. Adhering to the principle of "putting people first" and taking the vital interests of the masses as a starting point and foothold to promote reform. Adhere to the combination of practice exploration and system construction, and standardize, institutionalize and legalize the effective reform measures in time. - adhering to the correct handling of the relationship between reform, development and stability, and unifying the intensity of reform, the speed of development and the affordability of the society. We should promote the reform of monopoly industries and public utilities. We should promote the reform of the property rights system of small-scale irrigation and water conservancy projects and rural hydropower engineering facilities, and promote the reform of the management system of non operational rural water conservancy projects (led by the Ministry of water resources). We should establish and improve the system of compensated use of resources and the compensation mechanism for ecological environment. We should fully implement the system of paid acquisition of prospecting rights and mining rights, improve the responsibility mechanism of mine environmental protection and governance, reform the distribution system of resource gains, and establish a resource compensation mechanism for underdeveloped areas (Ministry of finance, Ministry of land and resources, and development and Reform Commission). We will promote the establishment of a pilot project for establishing an ecological compensation mechanism for p provincial watersheds, carry out a pilot scheme for the paid use and trading of sulfur dioxide emission rights in thermal power plants, and carry out pilot projects of paid use and trading of major pollutants for water pollutants in the Taihu River Basin, and explore the establishment of a system of compensated use of the environment (the Ministry of finance, the Ministry of environmental protection and the development and Reform Commission). We will improve the system of energy conservation and emission reduction.
