Circular On Charging Preferential Policies For Persons Engaged In Individual Businesses
Notice of the Ministry of Finance and the national development and Reform Commission on charging preferential policies for those engaged in individual businesses

The ministries and commissions under the State Council, directly affiliated institutions, the departments of Finance (bureaus), the development and Reform Commission and the price bureau of all provinces, autonomous regions and municipalities directly under the central government, the Finance Bureau of the Xinjiang production and Construction Corps, and the development and Reform Commission:
According to the regulations on the employment of disabled persons (Decree No. 488th of the State Council), the State Council's notice on promoting employment work ([2008]5), the State Council's opinions on encouraging the development of the non-public sector such as private and private sectors (Guo Fa [2005]3), the opinions of the General Office of the CPC Central Committee, the general office of the CPC Central Committee on guiding and encouraging the employment of college graduates for grass-roots employment (No. [2005]18), and the notice of the general office of the State Council Transmitting the opinions of the Ministry of Civil Affairs on supporting the preferential policies for self employment of retired soldiers in cities (the National Development Office No. [2004]10), the relevant provisions of the State Council's approval of the State Council's approval are hereby announced as follows: to further encourage self employment and self employment.
1. Registered unemployed persons, disabled persons, retired soldiers and ordinary college graduates within 2 years after graduation, who engage in self-employed businesses (except construction, entertainment and real estate sales, pfer of land use rights, advertising, housing intermediaries, sauna, massage, Internet cafes, oxygen bars, etc.), shall be exempt from administrative fees, such as management category, registration category and license category, within 3 years from the date when the Ministry of Commerce and industry first registered.
Two. The above exempted items include:
(1) the registration fee of individual industrial and commercial households charged by the business sector (including registration of business registration, alteration registration, duplicate business license and duplicate of business license), management fee of individual industrial and commercial households, management fees of market trade, economic contract attestation fee, and economic contract model text cost;
(two) the cost of tax registration certificate collected by the tax department;
(three) the administrative law enforcement health monitoring fee, health quality inspection fee, preventive physical examination fee and health permit fee charged by the health department.
(four) registration fees of private non enterprise units (including certificate fees) collected by civil affairs departments;
(five) the cost of vocational qualification certificates collected by the human resources and social security departments (the original labor and social security department);
(six) the administrative fees charged by the State Council, the Ministry of Finance and the development and Reform Commission for other categories of registration, certification and management.
(seven) the administrative and industrial fees charged by the people's governments of all provinces, autonomous regions and municipalities directly under the central government and their departments in charge of Finance and price, such as registration, certificate and management categories, which are approved by the authorities in accordance with the authority of management.
Three, the financial departments should co-ordinate the budgets of relevant departments to ensure their normal performance.
Four. The people's governments of all provinces, autonomous regions and municipalities directly under the central government and their financial and price authorities shall formulate specific policies and measures to support employment reduction and remission of administrative and administrative fees in their respective administrative areas, and report to the Ministry of Finance and the development and Reform Commission for the record.
Five, the departments of Finance and price administration of all provinces, autonomous regions and municipalities directly under the central government should publish various administrative and fee charging projects to support the work of employment through various news media, so as to fully understand and enjoy the preferential policies of fees and charges for registered unemployed persons, disabled persons, retired soldiers and qualified general colleges and universities.
Six, the relevant departments of industry and commerce, taxation, health, civil affairs, human resources and social security should urge relevant charging units in the system to seriously implement the relevant provisions of the above preferential fees, and strengthen the registration and filing management of preferential policies for relevant personnel, so as to ensure that eligible persons enjoy preferential policies for self starting businesses.
Seven, the departments of Finance and price administration of all provinces, autonomous regions and municipalities directly under the central government should strengthen supervision and inspection of the implementation of the above preferential policies, and effectively ensure the implementation of policies.
Departments and units that implement preferential policies for fees and charges which do not comply with the regulations shall be dealt with severely according to relevant laws and administrative regulations.
Eight. The notice shall be implemented from the date of promulgation.
