The road of development is China's strategic choice.
The core of low carbon economy is to reduce the intensity of carbon emissions in China.
Therefore, reducing the intensity of industrial carbon emissions has become the focus of low carbon economy.
Although we have made great efforts in ideas and measures, the overall results are not satisfactory. At present, China's industrial development accounts for 71% of the total carbon emissions, exceeding 2/3.
Therefore, finding out the key factors that restrict the low carbonization of China's industry is a necessary and urgent task.
High energy consuming industry
Is it the only critical factor in the low carbon industry? From the carbon intensity index, the high energy consuming industries have higher emission intensity, and the high energy consuming industries mainly based on iron and steel, nonferrous metals, petrochemical and power industries are the most concentrated industries. The carbon emission intensity of the six high energy consuming industries is two times the carbon emission intensity of all industrial industries, and 1.5 times of the carbon emission intensity of the economic development.
This seems to indicate that as long as it is reduced.

The proportion of China's industrial carbon emissions intensity will be greatly reduced. Is this really the case?
On the one hand, in 2009, China consumed 40% of the world's steel and 45% of the world's cement with less than 10% of the world's GDP. On the other hand, China's high energy consuming industrial technology level has been greatly improved.
Although the energy efficiency of high energy consuming industries is not high, the gap between other industries and the world's leading energy efficiency and energy saving has been narrowed to a considerable extent. In particular, with the accelerated pace of eliminating backward production capacity in recent years, most of the steel, chemical and power enterprises in the Eastern coastal areas have been of large scale and high technology level since the last round of the economic cycle.
On the whole, the gap between the energy consumption level of China's high energy consuming industries and the world's advanced level has been reduced to a considerable extent.
This contradiction challenges the general understanding in China: "the high energy consuming industry is the chief culprit for the economy not to be low carbon."
So, what is the key factor to restrain the low carbonization of China's economy?
The low level of industry is the key constraint factor for China's low carbon industry.
The products of high energy consuming industries in China are mostly intermediate products, which are the main raw materials of other industries. In other words, the demand of other industries has stimulated the growth of products in high energy consuming industries.
As an intermediate product, the output value accounts for a large proportion of the total output of the high energy consuming industry.
In addition to their own needs, most of these intermediates are the key industries and future development industries in China. For example, the petroleum processing industry is mainly invested in pportation, warehousing, chemical industry and other industries.
Most of the high energy consuming industries have wide coverage and involve most sectors of the national economy.
It can be concluded that the energy carrying capacity of high energy consuming industries has been dispersed to various sectors of the national economy as the intermediate inputs have been distributed.
Therefore, from the perspective of low carbon economy, it is because the overall level of China's industry is not high, the utilization efficiency of high energy consuming products is not high, and the carbon emission intensity is high.
Therefore, improving the overall technological level of the industry is an inevitable choice for China's low-carbon road.
To achieve low carbon economy, we should not only control the industries with high carbon emissions on the supply chain, but also restrict the development of high energy consuming industries, and more importantly, we must upgrade the overall technological level of all industries in order to fundamentally solve this problem.
Promote the low carbonization of China's industries and create a resource-saving industrial structure.
By making small molecules, that is, reducing carbon emissions and increasing the denominator, that is, increasing the added value to promote the low carbonization of the economy.
Efforts should be made to limit the excessive growth of high energy consuming industries and reduce the total amount of carbon emissions.
We should promote the innovation of production mode, and realize sustainable industrialization by recycling economy, resource-saving economy to pform industries, and the carbon emission cost of diluted unit output value.
We should foster new industries and new and high technology, enhance the technological level of the industrial chain and the status in the international division of labor, increase the added value and make the denominator bigger.
We should improve the level of industrial technology and reduce the level of carbon emissions through the policy of functional industries.
In order to raise the level of technology as the core objective of industrial policy and take into account the requirements of low carbonization, we should attach importance to the goal of improving carbon productivity in the policy of industrial restructuring.
In particular, we need to support and encourage the traditional competitive industries such as textiles, clothing, ceramics and building materials to enhance our international competitiveness through technological upgrading.
Emphasis should be placed on supporting core industries and key technology research and development, creating a fair and pparent competitive environment, gradually shifting the focus of policy, giving full play to the advantages of local governments close to enterprises, and better adapting to the diversified needs of enterprises in the face of market competition.
In order to meet the needs of low carbon economy, we should develop industries that support economic and social energy conservation, serve industries and consume low carbonization, develop thermal insulation windows, wallboards and other building materials, hybrid power or all electric vehicles, energy-efficient lighting appliances and household appliances as the key low energy consumption and low emission products.
The development of commercially available carbon capture and storage technology (CCS Technology) will greatly enhance the technological support capability of low carbon development, and focus on the development of a number of cutting-edge low carbon technologies that are more efficient and occupy the commanding heights of technology, and push them to industrialization.
