Opinions Of The General Office Of The State Council On Promoting Steady Growth Of Foreign Trade

In order to promote the steady growth of foreign trade this year, with the consent of the State Council, the following is put forward as follows

:

First, do export tax rebate and financial services well.

(1) speed up the export tax rebate.

On the basis of the reform of the foreign exchange management system of trade in goods, we should further speed up the export tax rebate and ensure that the tax rebate is accurate and timely.

(two) expand the scale of trade financing.

Improve financial services for import and export, and guide financial institutions to increase exchange rate hedging products.

We should broaden the financing channels for export enterprises, and support commercial banks to increase loans for export enterprises with orders, efficiency and compliance with prudent credit conditions in accordance with the principle of "controllable risk and business continuity".

Commercial banks are encouraged to carry out import credit business and RMB trade financing business.

(three) reduce the cost of trade financing.

We will thoroughly implement the requirements of special management of non-standard operation of banking financial institutions, and strictly prohibit unreasonable financial institutions from granting loans, and strictly prohibit illegal collection of service charges.

Efforts to provide financing convenience for small and micro enterprises.

(four) increase export credit insurance support.

We will seriously implement the special arrangements for export financing insurance of large scale complete sets of equipment.

We should expand the scale of export credit insurance and increase the coverage of export credit insurance.

We should develop credit insurance for small and micro enterprises and support small and medium enterprises to develop international markets.

Two, improve

Facilitation level

(five) improve the efficiency of customs clearance.

We should further improve the regulatory services of customs and quality inspection departments, simplify the examination and approval procedures, improve the efficiency of customs clearance, and reduce the cost of customs clearance.

Adjust AA level enterprise evaluation standard.

We will push forward the reform of Customs classification clearance and speed up the reform of paperless customs clearance.

Under the premise of effective supervision, the scope of application of "territorial declaration and port inspection and release" should be relaxed.

(six) implement the reform measures of the foreign exchange management system.

We must conscientiously implement various measures for the reform of the foreign exchange management system of trade in goods, further improve the service level, facilitate trade facilitation, and provide good policy support and business guidance for foreign trade enterprises.

(seven) reduce the statutory list of inspection and quarantine.

Conscientiously implement the regulations on the abolition of import and export inspection and quarantine in August 1, 2012, and further reduce the statutory inspection and quarantine list under the premise of ensuring the quality and safety of exports.

(eight) standardize and reduce charges in import and export links.

We should continue to clean up the administrative and business charges and operating service charges in the import and export links, cancel unreasonable fees, reduce charges, reduce the charging standards, and lighten the burden on enterprises.

We should conscientiously implement the provisions on cancelling the printing fees for export remittance, import and export bills and export rebates, and cancel the customs supervision fee.

From October 1, 2012 to December 31, 2012, all entry and exit goods, pport vehicles, containers and other statutory inspection and quarantine objects shall be exempted from entry and exit inspection and quarantine fees.

From January 1, 2013 onwards, the implementation of the new reduced inspection and quarantine charges.

Three, improve the trade environment

(nine) actively deal with trade frictions.

We should do a good job in dealing with trade frictions and resolve disputes in the world trade organization, and guide enterprises and trade associations to effectively deal with trade frictions and safeguard the legitimate rights and interests of our export enterprises.

In accordance with the law, import trade relief is implemented to protect domestic industry security.

(ten) deepen bilateral relations.

We will participate in the multilateral and regional and sub regional cooperation mechanisms such as the group of twenty and the Shanghai cooperation organization, and encourage enterprises to make good use of regional and sub regional cooperation mechanisms and effective trade agreements.

We should make full use of the high-level dialogue and the bilateral economic and trade cooperation committee to strengthen economic and trade cooperation with our major trading partners.

We should accelerate the negotiation of free trade agreements with relevant countries and regions.

Four. Optimize trade structure.

(eleven) increase imports and promote trade balance.

We should conscientiously implement the spirit of the State Council's Guiding Opinions on strengthening the import and promoting balanced development of foreign trade (No. 2012] [15], and promote the coordinated development of imports and exports.

We should actively expand imports and increase imports of advanced technology and equipment, key components and daily necessities closely related to the masses.

(twelve) optimize the layout of international trade market and domestic regional layout.

Support enterprises in developing new markets such as Africa, Latin America, Southeast Asia and central and Eastern Europe.

Encourage local, industry and enterprises to participate in exhibition and trade promotion activities in emerging markets.

Expanding the opening up of the central and western regions, supporting the development of an open economy in the central and western regions, and promoting the economic and trade cooperation between border provinces and provinces and neighboring countries.

(thirteen) speed up the construction of foreign trade base, trade platform and international marketing network.

Relying on the characteristic industrial gathering area, we should cultivate foreign trade production base.

We will cultivate a number of exhibition platforms with good basic conditions and strong radiation capabilities, commodity market platforms, e-commerce platforms and import promotion platforms, which will be combined with domestic and foreign trade, and encourage enterprises to establish an international marketing network.

(fourteen) optimize the structure of export commodities.

We should thoroughly implement the strategy of developing trade through science and technology and win by quality, and expand the export of mechanical and electrical products, high technology, high value-added products and energy saving and environmental protection products with technology and capital intensive.

To support technological pformation of enterprises and improve export quality, grade and added value of labor-intensive products.

Control the export of products with high energy consumption and high pollution.

(fifteen) optimize the structure of trade patterns.

Gradually expand the proportion of general trade.

We should guide the pfer of processing trade from coastal areas to inland areas and centralization of customs supervision areas, and encourage processing trade enterprises to extend the industrial chain and value-added chain, and increase the proportion of local value-added and local matching.
