Wang Shicheng: Stick To China'S Manufacturing Competitive Advantage

On the morning of August 30th, the seven five enlarged meeting of the Chinese leather association was held at Rainbow Hotel in Shanghai.

At the meeting, Wang Shicheng, vice president and Secretary General of the China Light Industry Federation, delivered a keynote speech. Around the two themes of "sticking to and innovating", combining with the characteristics of light industry and leather industry, the competitive advantages made in China under the new normal were analyzed, and the endogenous driving force for the industry to follow the innovation and development was put forward, so as to achieve connotative development ideas and approaches.

Good morning, everyone.

I am very pleased to meet with the leather industry colleagues again to witness the grand opening of the leather exhibition.

Today, once I entered the conference hall, I felt the confidence and potential of the leather industry's steady development. It revealed a high degree of consensus between persistence and innovation.

First, on behalf of China Light Alliance, I would like to extend my warm congratulations on the achievements made by the leather industry in recent years. I would like to extend my sincere greetings and lofty tribute to all the entrepreneurs and all my colleagues. I would also like to express my heartfelt thanks to the leaders of the SASAC, the Ministry of public trust, the Ministry of Finance and the Ministry of environmental protection and the party and government leaders of the various regional competent departments that have been concerned about and supported the development of leather industry for many years.

The theme of this conference is: stick to China's manufacturing and innovate 2025.

Below, according to the requirements of the association, I will focus on the two themes of "adhering to" and "innovation". I will discuss with you the opinions and opinions of two aspects in light of the characteristics of light industry and leather industry, and the spirit of "13th Five-Year" development guidance issued by the State Council in light of the characteristics of light industry and leather industry promulgated by the State Council recently.

Moreover, I think this is different from the previous speech in leather industry.

Now I am in the turning point of five years. I want to talk more about the light industry data and expect the leather industry to learn from, encourage, stick to, innovate and develop.

First, stick to the competitive advantage made in China.

As we all know, light industry is an important part of the manufacturing industry. It is one of the products including eighteen categories, seventy-two categories and one hundred and thirty-seven small categories. It is an important task to satisfy the residents' consumption demand and serve the three rural issues. Since the reform and opening up, China's light industry has achieved a historic leap from insufficient supply to a big country in the world's light industry.

After catching up with the rapid development, bidding farewell to the shortage and completing the historical stage of quantity guidance, it is entering a new stage of development at medium and high speed.

At present, China has become the world's light industrial production, export and consumption power.

The leather industry regulated enterprises to achieve 1 trillion and 270 billion yuan in main business, 9% in light industry, eighth in light industry.

If the whole is sorted, that is to say, the entity as a general plate is in the fifth place.

I remember that our national light industry is 22 trillion of the main business income, food 10 trillion, paper 1 trillion and 570 billion, household appliances is 1 trillion and 310 billion, leather is 1 trillion and 270 billion (fifth).

Leather is particularly worth mentioning. Its exports always occupy the first place in the light industry. From the international perspective, 1/4's light industrial products export to more than 200 countries and regions of the country, and become an important force for China to participate in international competition and cooperation in the era of global economic integration. It has created a number of Chinese brands, such as Haier, GREE, Bosideng, Moutai, BELLE and so on.

According to statistics, the output of one hundred main products, such as piano and ceramics, ranks first in the world.

In particular, home appliances, leather, furniture, bicycles and other products account for more than 50% of the world's share, and have become a big country of light industry.

At the same time, we are also worthy of the name of leather power, fur power, shoemaking, luggage and fur clothing countries.

China has entered a critical period of synchronous development of new industrialization, informatization, urbanization, agricultural modernization, parallel development and integrated development. The pformation and upgrading of consumption patterns have expanded new areas and broad space for the development of light industry.

The per capita consumption of light industrial products in China is quite different from that of developed countries.

The demand for popularization, rigid demand and upgrading of light industrial products in different groups and regions has become an inexhaustible driving force for the development of light industry.

The development of light industry in China is still in a period of great strategic opportunities. Light industry mainly relies on scale, speed and cost competition to develop a way of competition based on quality, technology, service, innovation and brand influence.

If we continue to give full play to the comparative advantages and competitive advantages of light industry, we will continue to improve the quality and efficiency of development.

At present, the cost of labor and other factors of production is increasing continuously, and resources, energy and environmental constraints have been continuously strengthened, and the growth rate has entered an important strategic adjustment period.

In a sense, the era of high cost is approaching. Therefore, the pressure to digest costs and prevent them from falling into a low profit dilemma must accelerate the pformation of development mode. We must soberly realize that in the past, the long-term growth mode of relying on high input, high energy consumption and low cost has been unsustainable. We should change from resource consumption to intensive factors, from relying on expanding investment and scale expansion to relying on technological progress, innovation and factor upgrading.

To foster new competitive advantages, we must further improve the productivity of resources, such as resource utilization, energy utilization, capital utilization, input and output rate and labor productivity, capital substitution for labor and talent dividends.

To enhance the value of industrial chain and enhance total factor productivity is an important way to raise output level, and is also an important measure to reduce comprehensive cost.

Therefore, it is essential to achieve the best combination of all the elements used to achieve the maximum benefit, which is the core element to maintain the competitive advantage of China's light industry and leather industry.

Two, follow the endogenous driving force of innovation and development.

We say that the current world economy is in the new normal of soft recovery, slow growth and multi risk characteristics, and China's economy has entered a new normal in the middle and high speed pformation.

Previously, China made 2025 plan of action and other bright spots for the industry to adjust and upgrade the direction and path to realize, recognizing that the essence of the document is changed from strength to strength. It is determined that through the efforts of three ten years, the goal of founding 100th anniversary will become a world-class manufacturing power with innovation and leading ability.

I understand that its core task is to enhance the innovation capability of the manufacturing industry. Its strategic high point is to promote the deep integration of the two technologies.

The key to its upgrading is to strengthen basic capabilities and integrate them.

We are very clear that China is the only country in the world that has the classification of the United Nations industry.

A complete industrial system has been formed, but the overall level of manufacturing industry is not high, and the development level of various categories is uneven. Therefore, we must take a parallel development path and continue to create an upgraded version of the manufacturing industry, and strive to win the opportunity in the global manufacturing competition.

Not long ago, I implemented the 2025 plan of action, and set the theme of intelligent manufacturing as a breakthrough to create an upgraded version of light industry.

Fellow colleagues, through learning and understanding, combined with the actual changes in the industry, the opportunity for Industry and enterprises is to make every effort to do a good job in innovation driven, intelligent pformation, quality first, green development, structural optimization and global integration, and continue to achieve new development.

First, adhere to innovation driven, and strive to improve the quality and efficiency of industry development.

In the middle of July, general secretary Xi Jinping emphasized in his research in Northeast China: "grasping innovation means grasping development, and seeking innovation is to seek the future."

At present, the world economy is ushering in a new wave of technological innovation represented by information network, intelligent manufacturing, new energy and new materials. The gap between China's advanced technology in some areas and the world is at its lowest stage in history.

We have been able to follow up in parallel, and this round of technological revolution and industrial pformation will accelerate the pformation, upgrading and innovation development of China's industry.

We light industry workers should closely focus on the five major innovative historical topics of science and technology, brand, management, service and marketing, combine with a series of policies of the state to promote innovation and development, strengthen the innovation drive in real terms, focus on key industries, give full play to the role of industry associations in organizing synergies, integrate relevant resources, improve the R & D system of common key technologies, actively build a strategic alliance of industrial technology innovation, taking enterprises as the main body and combining production, teaching and research, promote the construction of public service platform for technological innovation, form a support system for key industries and regional innovation, and actively promote the construction of technology service integration platform for industrial clusters, and enhance the development level of characteristic regions.

We will focus on supporting the establishment of the national enterprise technology center, the design center, the State Key Engineering Laboratory, and the National Engineering and technology research center, and implement relevant policies of independent innovation, and guide innovation elements to gather into enterprises.

In light of the characteristics of light industry and leather industry, we should take the initiative to borrow policies, build a solid economic foundation, spilt efficiency to independent intellectual property rights, spilt the brand to efficiency, and gradually achieve a breathtaking leap towards China. In the process of innovation and development, the leather industry should focus on the development of high-grade leather and high-end leather products, and strive to enhance the added value of products and enhance the quality and efficiency of the development of the industry.

Second, intelligent manufacturing is the main direction.

To implement the 2025 action plan, five major projects should be implemented. I think the core of the project is the implementation of intelligent manufacturing. This is a proposition in the era and a forced mechanism.

The key industries of light industry should take the integration of two technologies as the main line, and take the "big, smart, shifting and cloud" as the main foundation, actively participate in the process of automation, intelligence and independence of key special professional equipment in the industry, and participate in industrial robots in this industry.

And R & D, design and manufacture of the key technology of intelligent production line.

We should intensify the technological pformation efforts and inputs in the direction of intelligent manufacturing, vigorously promote the intellectualization of manufacturing processes, and promote the construction of intelligent manufacturing units, intelligent production lines, intelligent production shops and intelligent factories from the aspects of intelligent design of products, intellectualization of key processes, and optimization of supply chain management and control.

In recent years, Haier has built several factories in Liaoning, Shenyang, Zhengzhou and Qingdao to promote the development of intellectualization.

At present, our key enterprises, special regional and industrial clusters have also made plans to vigorously promote intelligent manufacturing.

In April 27th, when I was in Wenzhou and participated in the activities, I came to the military clothing group. I felt that the military clothing group was the first intelligent manufacturer to try and taste the sweetness.

Today, with the pressure of economic downturn increasing, it has achieved a good growth of 9.5% in exports.

It should be said that this has also achieved good results, it is a key support, which is also one of them.

In addition, Quanzhou proposed the goal of building Quanzhou into an intelligent manufacturing base in China last year.

However, it is clear to all that the employment of light industry accounts for more than 35 million of the total 1/4 of the industry and is responsible for the important livelihood of the people.

I think we should aim at the technological characteristics of the current working conditions and the demand for flexible manufacturing, and increase the investment in technological pformation.

More importantly, we must adhere to the talents oriented approach, increase training efforts, make the production, education, research and management platform better, establish and improve scientific and effective talents gradient and cultivation mechanism, constantly improve the threshold of the professional and technical level of the workers in light industry and leather industry, and promote the continuous upgrading of the manufacturing industry.

At the same time, the whole industry should focus on cultivating independent innovation ability and competitive power, and form a group of innovative teams with advanced international level. Relying on major scientific and technological projects, key projects, and industry university research alliance, we will gradually form and build a number of training bases for hi-tech talents.

This is when I presided over the "light industry 13th Five-Year planning argumentation", the first very important point put forward by several people in our discussion was to strengthen the echelon construction of talents.

Third, focus on quality and tree brand, and promote the pformation of Chinese products to China's quality.

Light industry in China

The industry is in the middle and low end of the international value chain and lacks the internationally famous brands and the leading enterprises are not strong. Therefore, we must seize the opportunity to improve and create all kinds of brand cultivation platforms, especially on the basis of taking the lead in internationalization, and take the lead in promoting the effective match between the development level of the leading enterprises in the industry and the status of the big power in the manufacturing industry.

Enterprises should be encouraged to set up enterprise standards, group standards and alliance standards that are higher than national standards and industry standards, and actively promote the implementation of product quality and self affirming of enterprises, encourage enterprises to pursue excellent quality, form more famous brand products with independent intellectual property rights, constantly upgrade the brand value of enterprises and the overall image of China made, promote the pformation of Chinese products to China's quality, and promote the development of China's light industry products to a new high-end.

In this regard, we sincerely look forward to the leather industry to take the lead in breaking through, set the target on the basis of the leather standard, accelerate the cultivation of famous brands at home and abroad, actively participate in the revision of international standards, and effectively improve the quality level.

At the same time, we should take the two words of "precision" as the breakthrough point, draw lessons from the precise policy of policy, the precise thinking and operation mode of precise customers in IT industry and medical treatment, and strive to improve the level of quality assurance system in management.

Fourth, create ecological industries and green industries.

We should increase the key industries such as leather, paper making, food batteries, and make use of new technologies, new processes, new materials and new equipment to promote energy saving and emission reduction in enterprises, and further implement the development of paper making leather, brewery, fermentation and other industries, and promote the application and popularization of demonstration projects in the industry.

We should set up a technical evaluation index system for cleaner production in key industries, carry out the identification of advanced enterprises in cleaner production, accept energy consumption benchmarking enterprises, carry out energy efficiency benchmarking activities, and energetically promote new energy-saving technologies.

In leather and battery industries, R & D promotes heavy metal pollution prevention and control technology, greatly improves the level of cleanliness, strengthens the popularization and application of comprehensive utilization of waste, and improves the ability of converting waste electrical appliances, waste paper and leather waste into renewable energy.

Our leather industry should also publicize air pollution emission standards, etc., effectively regulate and guide pollution control work in the industry, conscientiously carry out environmental verification, promote environmental innovation and demonstration projects, and guide the effective development of the industry.

Fifth, we should further promote structural adjustment in the manufacturing sector and actively develop service manufacturing and producer services.

We should make breakthroughs in structural adjustment, especially efforts to improve the development level of industrial clusters, and strengthen guidance and support for light industry cluster planning, industrial upgrading, energy conservation and emission reduction.

The industrial cluster area with better foundation in furniture, plastics and other industries, set up and improve a number of platforms such as consulting and testing for small and medium-sized enterprises, develop professional market and e-commerce, organize and implement industrial cluster demonstration projects, improve the industrial and regional innovation system, guide SMEs to take special and new development paths, upgrade the quality and grade of industrial clusters, accelerate the pformation of traditional industrial clusters to independent design and manufacture, pform their own brand production, and realize the overall pformation and upgrading of industrial clusters. We should support the technological progress of a group of backbone enterprises in the cluster, exert their leading role in product radiation, technology demonstration, and information diffusion, extend the industrial chain, fully promote and promote the healthy development of small and medium-sized enterprises, and strive to form a situation of light industry public entrepreneurship and innovation. Finally, we should implement the strategy of going out and actively carry out production capacity cooperation to enhance the level of internationalization of manufacturing industry.

China is an important manufacturing base for light industry in the world, and 2014 of young industrial products export US $615 billion 430 million.

The total surplus of light industry and trade is 1.2 times the total trade surplus of the whole country. It should be said that it has made a good contribution to the balance of foreign currency and speeding up the pace of going abroad.

Leather, plastics, furniture and other industries, exports ranked the top five in light industry.

The five industries account for more than 50% of total light industry.

Achieving stable growth in exports is of great significance to the rapid development of light industry. In general, we should actively deal with trade frictions.

On the basis of consolidating the share of the traditional market, we should actively expand Russia, Mongolia, South Asia, Southeast Asia, West Asia, North Africa, central and Eastern Europe, Central Asia and other emerging markets in line with the development strategy of the whole region.

In the future, we will take the "one belt and one road" to achieve global layout and factor allocation, invest in logistics centers and distribution centers in the main selling market, give full play to the advantages of light industry in China, and actively cooperate with other countries in the region.

We should also establish and join the economic and trade cooperation zones in the countries and regions with conditions, and actively promote the cooperation between the Pakistan industrial parks, which is the lead of light industrial enterprises and the pnational economic and trade zones, such as Uzbekistan, Russia.

At present, China is building 118 economic and trade cooperation zones in 50 countries around the world, involving 64 countries along the way.

These overseas economic and trade cooperation zones have become an important undertaking point for the construction of the whole area.

I checked the figures. In 2014, the export volume of China's light industry for 64 countries along the border was 163 billion 300 million US dollars, accounting for 26.5% of the total light industry exports, an increase of 15.86% over the same period last year.

The export growth of light industry increased by 2.1%, while the 64 areas along the route grew by 15.86%.

The pace of going out is accelerating, and we sincerely hope that leather enterprises will continue to make achievements.

Fellow colleagues in China to create 2025 guidelines and industry wide efforts, we believe that light industry and leather industry will be able to speed up structural adjustment, strengthen innovation driven, strive to open up the market, guide innovation and create demand, and continue to maintain steady and rapid development. Looking forward to the next ten years, we firmly believe that the national goal of light industry and leather will surely achieve important stage results, and some industries are stepping into the camp of powerful nations.
