Textile And Garment Industry Should Focus On Six Aspects.

The Federation of industry welcomes you to come to China's 2015 Annual Conference on social responsibility of textile and garment industry.

The social responsibility construction of China's textile and garment industry has gone through ten years of development.

Here, the central and local government departments, fraternal associations, and textiles from ten years of concern and support for the social responsibility construction of the textile and garment industry have been developed.

Now, let me share with you the experience and achievements of the ten years of social responsibility construction in the textile and garment industry.

In the past ten years, the social responsibility building of the textile industry has yielded fruitful results.

China's textile and garment industry's social responsibility construction work is bold in exploring, achieving many pioneering works, accumulating valuable experience, and making outstanding contributions to the healthy and sustainable development of the textile and garment industry.

In the past ten years, the social responsibility construction of textile and garment industry has been guided by theory, and the forward-looking standards have been formulated and practiced.

The social responsibility construction of the textile and garment industry has not only developed the relevant standards in the first place, but also made active exploration and practice, and realized the promotion from the backbone enterprises to the industrial clusters. Starting from the protection of the rights and interests of laborers, the issue of sustainable development, such as environmental protection, fair competition, and consumer safety, has been covered in an all-round way.

From 2005 to 2006, China's first standardized corporate social responsibility management system CSC9000T and China's first industry social responsibility report were released in succession. In 2013, seven key textile industrial clusters were launched for the first time to issue sustainable development reports, which received high attention from the industry.

Over the past ten years, the social responsibility construction of textile and garment industry has been widely affected, and cross system cooperation has been carried out in depth.

Since 2007, the system of cross industry cooperation in industry and social responsibility has taken a solid and effective step every year.

During this period, China and foreign countries signed the first cooperation agreement on social responsibility system; China's first corporate social responsibility reporting guidance system (CSR-GATEs) was released; the first time China's same industry enterprises released all the independently verified social responsibility reports; the CSC9000T and BSCI system entered a substantive stage of operation; CSC9000T introduced the electronic industry, CSC9000E, CSC9000T and BSCI, and other international organizations to establish a social responsibility system cooperation committee of China, and so on, and realized the pition from strengthening the social responsibility management system of textile and garment industry to the establishment of a global main social responsibility system cooperation mechanism.

In the past ten years, the social responsibility construction of textile and garment industry has been constantly innovating, and R & D has promoted "responsible assets".

In view of the new trend and new requirements of the "Internet +" era, the online publishing platform for responsible assets has been launched to create favorable conditions for the collaborative social responsibility reporting on the enterprise line, and to make the social responsibility work in the online and offline parallel era.

Following the development of China's first online social responsibility report system in 2014, China's first cross boundary supply chain environmental footprint information exchange and cooperation mechanism emerged in 2015, which effectively promoted the green development of the industry.

Two, in the new era, the social responsibility construction of the textile industry needs new responsibilities.

2015 is drawing to a close. Since the beginning of this year, despite the increasing pressure on the textile industry, it has always insisted on accelerating structural adjustment and industrial upgrading. The industry has basically maintained a steady development trend.

At the juncture of "12th Five-Year" and "13th Five-Year", it is the day of the new and old ten years of social responsibility construction of textile and garment industry.

In the fifth Plenary Session of the 18th CPC Central Committee, the party put forward that the "13th Five-Year" period is the decisive stage for China to build a moderately prosperous society in an all round way. We must firmly establish the development concept of innovation, coordination, green, openness and sharing in order to solve the development problems and develop the advantages of development.

This new development concept embodies the importance and urgency of social responsibility construction as the core strategy of sustainable development of our country and industry.

For a new ten years, the textile and garment industry should focus on the following six aspects.

First, strengthen the social responsibility of supply chain.

With the progress of society, the demands of the society and the public to undertake corresponding social responsibilities for Industry and enterprises are increasing.

The development of social division of labor makes most enterprises unable to achieve the overall operation of the industrial chain.

As supply chain becomes a new ecosystem of industrial development, strengthening the social responsibility of supply chain is an important lesson that enterprises must attach importance to and urgently need to make up.

Textile and garment industry and enterprises should enhance their awareness of supply chain, adopt a proactive and forward-looking strategy, strengthen the social responsibility of supply chain, reduce risks, create more obvious competitive advantages, and promote sustainable development of the industry.

The two is to promote the green development of industry.

Green development is a necessary condition for sustainable development and an important manifestation of people's pursuit of a better life.

In order to achieve green development, textile and garment industry should focus on strengthening green and cleaner production in textile and garment industry, promoting green pformation in traditional production areas, and promoting the establishment of a green low carbon cycle development industrial system.

In the whole industry, we should strengthen the education of resources, environment, national conditions and ecological values, enhance the environmental awareness of every corporate citizen, and promote the consciousness of green production and green consumption in the whole industry.

We should strengthen the link between the classification and recovery of waste textiles and clothing and the recycling of renewable resources, and promote circular links between production systems and living systems.

The three is to promote sustainable technological innovation.

Innovation is the first driving force for development.

The pformation and upgrading of textile and garment industry and sustainable development pay more and more attention to the construction of ecological civilization system. We should comprehensively strengthen the support of green technology and accelerate the construction of industrial structure and production mode with high technology content, low resource consumption and less environmental pollution.

The social responsibility of textile industry should focus on the coupling relationship between scientific and technological innovation and social responsibility, and explore the theoretical basis and path for social responsibility to drive enterprise technological innovation, science and technology to achieve sustainable development of enterprises and social responsibility construction.

The four is to create harmonious labor relations.

At present, China's demographic dividend is gradually disappearing, and the difficulties of recruitment and employment are becoming increasingly prominent.

Under severe circumstances, we need to adhere to the principle of putting people first, establish harmonious labor relations and promote the construction of a harmonious society.

The textile and garment industry should speed up the improvement of personnel training mechanism, enhance the quality of human resources, and create a team of highly qualified professionals with a strong structure and a large scale of highly skilled personnel.

At the same time, we should strengthen the construction of harmonious labor relations, standardize the fulfillment of the social responsibilities of labor and employment, improve the working environment and basic living conditions, strengthen the construction of enterprise culture, and improve the stability and harmony of human resources teams.

The five is the achievement of shared social responsibility.

Since 2014, China Textile Corporation has begun to research and explore information technology to realize the paperless information system of traditional social responsibility information disclosure. In 2015, we developed the first multi-user social responsibility report online compiling and publishing system in China, and further improved the online stakeholder participation and evaluation mechanism. We should promote more enterprises to share, interact and exchange social responsibility information disclosure with stakeholders.

Improve the pparency of the social responsibility of the industry, form the "responsibility assets" of textile and garment enterprises, and promote the reorganization and sharing of the value of sustainable development.

Six, we should improve our social responsibilities in international cooperation.

With the "going global" of Chinese textile enterprises and the quickening pace of global optimization of resources allocation, the social responsibility of overseas investment and operation of textile enterprises has also become the focus of attention of stakeholders at home and abroad. Enterprises are faced with huge differences in the legal rules, business environment and social culture of "going out" countries or regions.

At the same time, with the clarification of various regional multilateral trade rules, fulfilling and assuming social responsibilities become mandatory requirements of international trade rules.

In this regard, we should actively carry out research work, formulate guidelines for social responsibility of Chinese textile and garment enterprises in overseas investment, help enterprises to enhance their overseas social responsibility risk management and control capabilities, thereby strengthening the competitiveness and sustainable development ability of Chinese textile and garment enterprises in the local area, enhancing the soft power of the industry and the right to speak in international trade.

In the past ten years, the social responsibility construction of the textile and garment industry has been exploring ways of development that conform to the laws of the market and the characteristics of the industry, and has achieved fruitful results and valuable experience.

In the next ten years, we will continue to actively respond to various challenges in the field of industrial social responsibility and sustainable development, eliminate traditional development models, open cooperation, green development, share results, safeguard fair competition in the market, safeguard consumer rights and interests, and make the textile and garment industry shoulder more responsibilities and make greater contributions in realizing the two Centennial goals of China.
