In order to facilitate the second-hand car trading, we will create a larger market space for the consumption of new cars, and promote the development of auto parts, repair, insurance and other related services.

First, create a market environment for the free circulation of used cars.

The people's governments at all levels must strictly implement the regulations of the State Council on the prohibition of regional blockade in market economic activities (No. 303rd of the State Council), and shall not formulate policies to restrict the entry of second-hand automobiles.

In line with the state's emission and safety standards for motor vehicles, the used cars in the period of validity of the periodic inspection and the validity period of the annual inspection can be moved into the formalities.
