European Chemical Administration: Four Kinds Of Ortho Benzene Two Formic Acid Should Be Used Prudently.

In April 1, 2016, the European Chemicals Administration (ECHA) submitted a motion to limit 4 kinds of o-phenyl two formates in consumer products (including imported products), namely, o-benzoic acid two formic acid two (2- ethylhexyl) ester (DEHP), o-benzoic acid two butylbenzyl ester (BBP), o-phenyl two methacrylic acid two DBP (DBP) and o-benzene two acid (two) isobutyl ester (DIBP).

Denmark has urged the EU authorities to prohibit the widespread use of o-benzoic acid two in consumer goods to protect human health.

ECHA analysis revealed that the known risks of these chemicals were not effectively controlled, and measures must be taken to limit them.

The proposed restrictive measures stipulate that if the following products contain the above 4 kinds of two phthalate esters (one or more) and the content exceeds 0.1% of the plasticized materials, they will be prohibited from being put into the EU market.

In any (indoor or outdoor) articles, the materials containing two phthalate esters may be put into the mouth, or keep in touch with human skin or any contact with the mucosa, and any articles used (including storage) and containing o-benzoic acid two formic acid, and the indoor environment will occur in normal and predictable circumstances, and may be exposed to o-benzoic acid two formic acid as a result of inhalation.

However, restrictive measures do not apply to products that are used only in industrial or agricultural construction sites.

ECHA's restrictive measures report points out that the risk reduction of human exposure to o-phthalate two can be substantially reduced within a reasonable period of time after the proposed restriction measures come into force in 2020.

The relevant EU authorities also encouraged the necessary measures to reduce the risk associated with food borne phthalate two formate.

"Durable contact with human skin" means daily contact with skin for more than 10 minutes or intermittent contact for 30 minutes.

The term "permanent contact with human skin" does not apply to the following products:

Before the entry into force of the restriction measures and in the 3 year pition period (the restriction measures are expected to take effect in 2020), it has been put into operation.

Articles;

Items that have been regulated (restricted) by the existing EU legislation:

Materials that are in contact with food;

Direct contact packaging of pharmaceutical products;

Medical equipment;

Toys and children's care products containing DEHP, DBP and BBP; and

Measuring equipment for laboratory use

The main restricted products include flooring, coated fabrics and paper products; mattress;

Office supplies and equipment; wires; CABLES; and other articles molded from coated plastics.

ECHA said that the restrictions would be effective, including the risk of exposure to o-phthalate two, which could reduce known risks in a reasonable time, and that the benefits of reducing risk were greater than costs.
