Jiangsu Province recently issued the "Implementation Opinions on further promoting the pformation and development of the chemical industry in the whole province", affecting thousands of chemical enterprises.
Irrational industrial layout and outstanding safety and environmental issues are one of the important reasons for Jiangsu's decision to promote the pformation and development of the chemical industry in the province.
The "opinions" mainly defined the pformation and upgrading measures of Jiangsu petrochemical industry, put forward the restriction and elimination catalogue of the industrial structure adjustment, and put forward targeted development directions and guidelines for the four petrochemical industry gathering areas along the Yangtze, coastal, Taihu and Northern Jiangsu.

Chemical industry is an important basic industry of national economy.
Over the years, the chemical industry in our province has made great progress, and the total economic volume ranks among the highest in the country, and has become one of the pillar industries in our province.
But on the whole, there are still some problems such as the homogenization of some products is low end, the industrial layout is unreasonable, the problems of safety and environmental protection are outstanding, and the independent innovation system is not perfect.
In order to implement the spirit of the guidance of the general office of the State Council on promoting the pformation and increasing efficiency of the petrochemical industry structure (No. 57 of the State Office [2016]), we will promote the pformation and development of the chemical industry in Jiangsu and move towards the middle and high end.
I. General requirements
Comprehensively deepen the structural reform of the supply side, establish a comprehensive innovation oriented green security development orientation, fully implement regional coordinated development of river and sea linkage, fully implement the "reduction" requirement, comprehensively upgrade quality and efficiency pformation and upgrading, focus on adjusting stock, controlling increment, reducing total quantity, adjusting structure, optimizing layout, promoting standardization, grasping innovation, raising barriers and strengthening supervision, and enhancing the sustainable development ability and comprehensive competitiveness of the chemical industry.
Two, scientifically plan industrial layout.
(1) along the Yangtze River.

No petroleum processing, petrochemical, basic organic and inorganic chemical and coal chemical projects with large quantities of oil and gas resources as raw materials shall be built or expanded.
Overall planning and construction of ship chemical washing water receiving station, establishing Chemical Industrial Park (including chemical concentration zone, the same below) and dangerous chemicals terminal development linkage mechanism, increasing resources integration of dangerous chemicals terminals along the Yangtze River, further improving the utilization ratio of coastline.
It is strictly prohibited to build new hazardous chemicals wharf within 1 km of the main stream of Yangtze River and main tributaries.
(two) Taihu area.

Strictly implementing the goal of environmental protection in Taihu, the Taihu river basin should not be allowed to expand and dye new projects and to discharge nitrogen and phosphorus pollutants.
A list of cleaner production enterprises and a list of clean chemical process pformation projects should be established in the one or two level protected areas, and the clean pformation of enterprises will be completed before the end of 2017.
The basic situation of chemical enterprises should be investigated and implemented, and "one enterprise and one strategy" should be implemented.
Formulating the elimination plan for backward production capacity in the coming year, and totally eliminating the small scale by the end of 2016.

Focus on the implementation of advanced, high-end, green chemical industry standard development plan.
Taking full advantage of the favorable pport conditions and rich land resources in the coastal areas, we will focus on developing high-end industries such as petrochemical, basic organic chemical raw materials, biological and energy technologies, and new energy technologies based on imported oil and other chemical raw material resources.
We should speed up the process of building Lianyungang petrochemical industrial base in the national planning, and form an industrial cluster of oil refining, olefin, aromatics and derivatives deep processing integration.
At the same time, we should actively undertake the pfer of advanced chemical industry within and outside the province and along the Yangtze River, and play a radiative role in the related industries in the inland areas of Northern Jiangsu Province.

We should speed up the integration and upgrading of existing chemical industrial parks, and improve infrastructure construction such as power supply, water supply, heating, gas supply and sewage treatment in chemical industrial parks, so as to improve the overall level of the northern Jiangsu Industrial Park.
Based on the resource advantages of local resources and chemical industry base in Xuzhou and Huaian, we should focus on introducing leading enterprises in the industry, develop salt chemical industry, agricultural chemical industry and fine chemical industry moderately, improve and extend the industrial chain, and promote the green development of recycling industry.
Three, adjust and optimize the industrial structure.
(1) focus on developing high-end capacity.
We will focus on the development of four major industries: large scale petrochemical, chemical new materials, high-end specialty chemicals, chemical energy conservation and environmental protection.
According to the national plan for petrochemical industry planning and layout, we will accelerate the construction of a petrochemical intensive industrial base with large scale refining and chemical integration projects as the core and diversified raw material processing routes as the supplement, and clean oil, three synthetic materials, new chemical materials and high-end organic chemical raw materials as the main products.
In connection with strategic emerging industries, we will comprehensively promote the development and industrialization of special, high-end chemical new materials and supporting chemicals, such as engineering plastics, high-performance fibers, functional membrane materials, fluorosilicone materials and 3D printing materials.
We will foster and promote energy saving, environmental protection, energy saving, environmental protection products and equipment in the chemical industry, encourage the construction of public technology platforms and service stations for chemical energy conservation and environmental protection industries, and create a number of advanced, complete and standardized energy conservation and environmental protection industry demonstration bases and service industrial chains.
We should encourage enterprises to pform and upgrade and pform information, introduce advanced and advanced manufacturing processes, promote the application of chemical intelligent manufacturing, and build intelligent chemical industry.
We should strengthen innovation and entrepreneurial support, and accelerate the construction of the innovation system of the park.
We should give full play to the advantages of rich resources of science and education, set up a batch of typical technological innovation demonstration enterprises in key fields of chemical industry, build a number of high quality enterprise technology centers and key technological innovation platforms, set up a number of high-level strategic alliances for industrial technology innovation, and build a long-term stable mechanism of industry university research cooperation.
We should focus on basic science and cutting-edge technology research, and focus on strengthening original innovation, integrated innovation, and introducing digestion, absorption and innovation, so as to seize the commanding heights of future industries.
All localities should establish an important geographic information system for chemical facilities (installations), always grasp the specific location, quantity, product attributes and emergency rescue measures of important chemical facilities in the area.

(two) strict restrictions on excess capacity.
Surplus industries such as urea, ammonium phosphate, calcium carbide, caustic soda, polyvinyl chloride and soda ash are not allowed to increase production capacity. Relevant departments and institutions may not handle land (sea area) supply, energy evaluation, environmental impact assessment, water intake and new credit granting businesses.
New petrochemical projects that are not included in the planning and layout plan of the petrochemical industry are not allowed to start construction. No chemical projects such as petrochemicals and coal chemical projects can be built in the Yangtze River, Huaihe and Taihu basins.
In a densely populated area and a safe and environmentally sensitive area, chemical enterprises that fail to meet the main functions of the region and fail to meet the requirements of safety and environmental protection must be pformed, pferred, reformed or closed.
We should make full use of industrial policies, safety, environmental protection, energy conservation and price measures to guide excess capacity pfer and low end production capacity exit.
(three) resolutely eliminate backward production capacity.
We should implement the industrial policies of the national development and Reform Commission's guidance catalogue for industrial restructuring (revised in 2013), the structural adjustment restriction of Jiangsu's industrial and information industry, the elimination catalogue and energy consumption quota (2015) and other industrial policies.
We must strictly enforce relevant laws and regulations and mandatory standards, and fail to meet the standards of safe production, environmental protection and energy consumption, produce unqualified products, and keep the elimination of class capacity irregularities, and exit in accordance with the law in accordance with the law.
Dyes, including pigments, pesticides, pharmaceuticals and intermediates, paints, dyeing auxiliaries and other fine chemical production facilities, will accelerate the pformation of clean process. By the end of 2018, the production process and equipment of the batch method and the "three wastes" can be produced in large quantities and can not be safely disposed or rationally utilized.
It is forbidden to build or expand and expand the high pesticide, high residue and pesticide residues with great environmental impact, and gradually reduce the existing capacity, enterprises and distribution points. In principle, no new pesticide (chemical synthesis) production enterprises should be added.
Long term parking, low product market, backward technological process, uncontrollable safety and environmental protection, and dangerous chemicals wharf that are still not up to standard will be implemented.
Four, strictly enforce industrial policies.
(1) improve the access threshold for the industry.
No new chemical industrial parks will be approved. No chemical enterprises outside the Chemical Industrial Park (except for the key monitoring points of chemical industry and upgrading and upgrading projects of safety, environmental protection, energy saving and upgrading of oil quality and structural adjustment) will not be allowed to make any new chemical projects in the Chemical Industrial Park with inadequate environmental infrastructure or long-term unstable operation.
The newly built (relocation) chemical project must enter the chemical industrial park that has completed the EIA review in accordance with the law.
Outside the chemical industrial park, a comprehensive specification or local standard for chemical products, especially fine chemicals, is formulated, which is mainly composed of production technology, installation capability, safety and environmental protection index, energy resource utilization efficiency and product quality grade.
To formulate a local standard that is higher than the current standards of bulk chemical tankers for inland rivers, so as to enhance the intrinsic safety level of bulk chemical tankers.
(two) strict examination and approval of chemical projects.
The newly built chemical enterprises should ensure that they meet the requirements of urban and rural planning and the distance from the surrounding areas to meet the national laws, regulations and standards.
In view of the actual needs of disaster prevention and disposal of chemical enterprises, local standards for the technical standards for fire prevention design of existing chemical enterprises are formulated at the right time and implemented in the whole province.
We should improve the joint consultation system of chemical construction project development and reform, economic and information technology, safety supervision, environmental protection and other departments.
Safety risk
Chemical construction projects with low environmental impact statement can be examined, approved and filed by the county, city and district investment authorities. All other chemical projects will be examined, approved or filed by the investment authorities of the districts and municipalities.
New synthetic ammonia, p-xylene, carbon disulfide, hydrogen fluoride, tires and other projects must conform to the industry access conditions, and the existing enterprises are unified into the access management.
The pesticide companies that produce highly toxic and high residue will no longer handle the delay in qualification and the replacement of products.
We will restrict the construction of new toxic chemicals and toxic gas projects, and no longer approve new phosgene production facilities and production point construction projects, and strictly examine and approve chemical projects involving key supervision of dangerous chemicals and high risk processes.
Chemical projects such as carcinogens, teratogens, mutagenic substances and malodorous pollutants included in the list are forbidden to seriously affect personal health and environmental quality.
Five, strict production safety management.
(1) strengthening safety management at source.
All kinds of chemical enterprises should conscientiously organize and implement the "Three Simultaneity" of safety facilities for chemical construction projects.
Seize the key links leading to major accidents such as leakage, fire and explosion, scientifically and accurately assess the risk factors, design safety facilities according to national laws, regulations and technical standards, and organize construction project completion and acceptance.
All localities and relevant departments should strictly enforce the administrative licensing conditions for safety production, seriously examine and strictly control the access to safe production.
No safety production administrative license shall be granted to those who do not meet safety production standards and hidden dangers.
(two) strengthen safety risk management and control.
All kinds of chemical enterprises should adopt risk assessment methods such as hazard and operability analysis (HAZOP), protection layer analysis (LOPA), safety integrity level analysis (SIL), etc. to identify and investigate safety risks, and improve risk detection, assessment, early warning and prevention and control mechanisms.
We should carry out hidden trouble investigation and management system, and achieve closed-loop management of self checking, self reporting and self changing of hidden dangers, so as to ensure that hidden dangers can be eliminated in time.
We should set up a working mechanism for identifying, grading, evaluating, filing, and emergency management of major hazard installations, so as to achieve effective control and early warning of major hazards, such as real-time monitoring, video surveillance and automatic control.
(three) strict operation site safety management.
All kinds of chemical enterprises should strengthen the safety management of the operation site. Special operations should strictly implement the safety specification for special operations of chemical production units, fulfill the procedures of examination and approval, implement special guardians, and carry out professional services for the third party in the inflammable and explosive places.
We must implement the management of contractors, strictly examine the qualification, strengthen process management and assessment, and implement unified coordination, supervision and management of contractors' safety in production.
(four) strengthen the basic management of enterprises.
We should promote information technology in safety production and build a unified information platform for chemical safety management in the whole province to basically realize data sharing in the whole life cycle of chemical products production, storage, circulation and abandonment.
Accelerate the automation pformation of chemical enterprises, guide enterprises to use intelligent control and other advanced technology to pform and upgrade the existing production equipment, and reduce the safety risk through mechanized substitution, automatic reduction, and reducing the number of workers in a single factory workshop involving flammable and explosive medium.
We should optimize and integrate the resource allocation of professionals, rescue equipment and fire extinguishing agents in the chemical industry park, and establish a joint regional fire prevention joint logistics organization, and carry out regular mutual inspection, mutual promotion and mutual aid activities.
We should strengthen the standardization work of safety production in enterprises, and urge enterprises to continuously carry out the standardization of safety production with the contents of Posts being up to standard, reaching professional standards and reaching the standard of enterprises.
Speed up the upgrading of safety production standardization in chemical enterprises, and reduce the standardization level or cancel the standard of standardization enterprises after the standardization of production safety is poor.
(five) enhance the safety level of storage and pportation links.
Chemical storage tank farm construction must ensure that it meets the national laws and regulations and relevant standards, ensures that it meets the requirements of urban and rural planning, ensures the distance from the surrounding areas to meet the specified requirements, and sets up automatic control system.
We should advocate centralized operation and centralized storage of dangerous chemicals, and promote the construction of chemical trading market integrating warehousing, distribution, logistics, sales and commodity display.
We should strengthen the safety management of dangerous chemicals pportation, improve the quality standards of pport appliances, strictly train the employees and manage their qualifications, and strengthen the whole process management of pportation.
Six, strengthen environmental protection supervision

Taking green development as the guidance, taking continuous improvement of the ecological environment quality and public health as the core, focusing on pollution prevention and control, we systematically control and control the source of pollution, enhance the means of remediation and prevent environmental risks, and promote the systematization, scientification, legalization, refinement and informatization of environmental management.
We should promote clean, low-carbon and safe production, increase the substitution of toxic and hazardous materials (products) and promote green technologies, promote the utilization efficiency of resources and energy, enhance the utilization rate of by-products and wastes, and improve environmental safety.
By the end of 2020, compared with 2015, sulfur dioxide, nitrogen oxides and volatile organic compounds were all reduced by 20%, and chemical oxygen demand and ammonia nitrogen emissions were reduced by 13.5% and 13.4% respectively.
(two) strict treatment and discharge of waste water.
We will promote the classification and collection of wastewater from chemical enterprises.
The heavy metals, high ammonia nitrogen, high phosphorus, high salinity, high toxic (including fluoride, cyanide), high heat and high concentration refractory wastewater should be matched with the pretreatment measures and facilities separately. The high salinity mother liquor of pesticides and dyestuffs should be managed by advanced technology.
Industrial waste water from chemical production enterprises is strictly prohibited from being connected to municipal sewage treatment plants. Industrial wastewater that has been connected to domestic sewage treatment plants must be connected to industrial sewage treatment facilities before the end of 2017. By the end of 2018, all chemical enterprises must complete the pformation of rain and sewage diversion and sewage diversion and diversion.
(three) strengthen emission control.
Conduct a thorough investigation of the source of exhaust gas, establish control files and emission inventories of volatile organic compounds, products and processes.
We will comprehensively promote LDAR remediation technology and strive to break through the comprehensive prevention and control of volatile organic compounds.

In the process of production, volatile organic compounds, including toxic, harmful, irritating and stench, should be installed in production workshop, disposal plant and plant boundary.
(four) standardize the treatment and disposal of hazardous wastes.
According to the principle of "reduction, resourceful and harmless", hazardous waste should be classified, collected, packaged, stored, pferred and disposed according to its nature and characteristics, so as to strengthen the safe disposal and comprehensive utilization of hazardous wastes and avoid the two pollution.
We should improve and perfect the working mechanism for the reception, pportation and disposal of hazardous wastes at ports.
Enterprises should be encouraged to build hazardous waste disposal facilities, and hazardous waste storage facilities should be set up in factories. The pfer and disposal of hazardous wastes must comply with the relevant regulations of the state.
Enterprises that produce large quantities of hazardous wastes, have serious storage and are not disposed of safely, shall limit production, stop production and shut down.
(five) strengthen environmental risk prevention for chemical enterprises.
Chemical enterprises should attach importance to and strengthen environmental risk prevention work, carry out risk assessment of emergencies on a regular basis, investigate hidden dangers of enterprises' environmental safety, prepare contingency plans for environmental emergencies, and carry out environmental safety compliance projects in accordance with relevant regulations of environmental protection departments.
Seven, continue to promote energy conservation
Water saving and consumption reducing
(1) strictly control the total consumption of energy and water resources.
We will expand the pilot scale of energy trading in the project section, and implement equivalent or reduced energy consumption for new energy production in high energy consuming industries such as chemical industry. We must strictly control the total energy consumption and the total consumption of water resources in areas with high energy consumption beyond the control target.
Where conditions permit, new energy consumption, new water consumption and new electricity licensing system will be tried out.
We should energetically implement the energy efficient pformation of existing energy efficient households, and focus on energy conservation in key industries such as petrochemicals, chemical industry, sulphuric acid, basic chemical raw materials, synthetic materials, and key energy consuming units.
(two) accelerate the elimination of backward production equipment.
We must strictly implement the restriction, elimination catalogue and energy consumption quota of Jiangsu's industrial and information industry restructuring, implement differentiated electricity tariff and punitive electricity price policy, differential credit and interest rate policy for enterprises that exceed the limit of energy consumption standards, and make rectification within a time limit, forcing enterprises to strengthen energy efficiency management and eliminate backward high-energy consumption process equipment and energy consuming equipment.
The energy consumption unit that exceeds the unit energy consumption limit and is treated within a prescribed time limit and fails to manage or fails to meet the requirements of governance shall be ordered by the people's government at the corresponding level to suspend business for rectification or shut down according to the powers prescribed by the State Council.
(three) strengthen the comprehensive utilization of resources.
We should actively develop circular economy, promote the utilization of waste residue, waste gas and waste water, give priority to the reuse of urban sewage treatment plants, and build a recycling economy industrial chain in the petrochemical industry.
By 2020, the comprehensive utilization rate of solid waste has reached 80%.
We should focus on developing and popularizing chemical energy saving technologies, materials, products and equipment, and encourage enterprises to carry out technological pformation with advanced energy saving and applicable technologies such as energy cascade utilization, waste heat and residual pressure recovery, and improve utilization efficiency.
(four) improve enterprise energy efficiency management level.
Energy audit should be implemented in key energy consuming units such as petrochemical industry, basic chemical raw materials, synthetic materials, rubber products and so on, and energy management system should be established.
We should expand the scope of implementation of the energy efficiency leader system, set up benchmarking, carry forward typical models, and carry out benchmarking of energy efficiency.
By the end of 2020, chemical industry parks and chemical enterprises with annual comprehensive energy consumption exceeding 200 thousand tons of standard coal should establish energy management centers.
Eight, promote the standardized management of Chemical Industrial Park.
(1) standardize the development of chemical industrial parks.
The development plan of chemical industrial park should be integrated into the urban and rural development plan of the region and coordinate with the local urban construction plan. The overall development plan and industrial development plan of the park must be formulated and regularly revised, and a regional overall safety risk assessment and environmental impact assessment shall be carried out every 5 years.
The existing chemical industrial parks in the province will be classified, integrated, upgraded, and eliminated. The chemical parks with high planning starting point, reasonable layout, perfect management and industrial chain, favorable resources and security conditions, and environmental capacity permit can be appropriately expanded.
To reduce and eliminate backward chemical industrial parks, small scale industries, low degree of industrial correlation, inadequate infrastructure facilities for safety and environmental protection, inadequate demolition within the scope of safety and health protection, and strong response from residents in surrounding communities, and chemical industry parks that are still not up to standard in the continuous rectification, cancel the location of chemical industrial parks, and enterprises in the park will be moved or suspended by local governments within a limited time.
Promote chemical enterprises to enter the park and implement the "river and sea linkage" to promote the relocation of chemical production enterprises along the Yangtze River and Taihu into the coastal chemical industrial park.
By the end of 2020, the rate of admission to chemical enterprises in the whole province was not less than 50%. The contribution rate of chemical industry parks to the main business income of chemical industry was more than 65%, and the level of specialization, intellectualization and greening of chemical industrial parks was significantly improved.
(two) implement safety and environmental protection measures.
Chemical industrial parks and densely populated areas, important facilities, environmentally sensitive targets and other key public areas should be established in accordance with the provisions of the national quarantine belt and ensure the necessary safety and health protection distance.
Chemical Industrial Park sewage should be pported by special pipe or open pipe, and all on-line automatic monitoring devices should be installed. The sewage outlet must be strictly managed. A park (enterprise) can only set up a sewage outlet in principle.
Chemical industry park should strengthen the monitoring of key pollution sources, the boundary of the park and the sensitive points of the surrounding environment.
The construction of solid waste, especially hazardous waste disposal facilities, should be built to regulate the whole process of hazardous waste storage, pportation and disposal, and ensure safe disposal and rational utilization.
We will actively promote the pilot work of the third party governance of pollution emission in chemical industrial parks.
(three) strengthening infrastructure construction.
Five integrated construction of Chemical Industry Park "industrial development, safety and environmental protection, public utilities, logistics pportation and management services" have been fully implemented.
Public utilities such as water supply (industrial water, domestic water), power supply, heating (high, medium and low pressure steam), industrial gas, public pipe gallery, sewage treatment plant, ship chemical washing water receiving station and hazardous waste disposal facilities in chemical industrial park should be unified planning, construction and management.
Construction and improvement of public roads, municipal sewage, municipal fire hydrants, public pport and communications infrastructure projects in the park, and the establishment of underground and ground pipeline signs.
We should gradually restore the ecological environment, increase investment in ecological construction in the park and surrounding areas, accelerate the construction of ecological corridors, implement the construction of ecological shelterbelts, and continuously improve the greening level of the parks.
We will carry out the pilot project of intelligent chemical industry park, improve the monitoring platform, fire control and emergency system of chemical industry park, establish public service platform and public basic database such as online pactions, warehousing, logistics, inspection and testing, and build a number of smart parks and intelligent factories.
Chemical industrial parks should set up special parking lots for hazardous chemicals and vehicles, and use advanced technologies such as Internet of things to monitor real-time pportation of dangerous chemicals, and create conditions to gradually achieve closed management.
By the end of 2020, construction projects had not been closed, chemical waste treatment plants had not been built, and chemical parks that did not realize the "three wastes" harmless treatment. Construction projects were stopped and the parks were gradually closed.
(four) strictly manage chemical enterprises outside the park.
To strictly control new chemical monitoring sites outside the Chemical Industrial Park (refer to the key chemical enterprises set up by local governments and located outside the chemical industrial park, and temporarily do not have the conditions to move into the park), the key monitoring points of chemical industry must be determined by the people's Government of the district and municipality to further standardize the operation and management of key monitoring points of chemical industry, and cancel the key monitoring points for chemical industry which do not meet the requirements of industrial policies, safety, environmental protection, energy saving, water saving and occupational health.
We must adhere to strict management and formulate the management standards for chemical enterprises outside the chemical industrial park, and list the list of "four batches" (registration, batch, rectification, specification, relocation, pfer, batch elimination and closure), which do not meet the requirements of the standard.
We urge enterprises to strengthen infrastructure construction, strengthen enterprise management and raise the level of enterprise development.
Nine, improve emergency response capabilities.
