Notice On Supporting Fund Management In International Service Outsourcing Business In 2008

The Ministry of Finance and the Ministry of Commerce announced the 2008 year's support for the management of development funds for undertaking international service outsourcing business.

In order to speed up the development of China's service outsourcing industry, support service outsourcing enterprises to become bigger and stronger, actively undertake international service outsourcing business, and promote the pformation of trade growth mode, the Ministry of Finance and Ministry of Commerce arrange special funds to support China's service outsourcing base city public platform construction and enterprise development, and reduce the cost of customized training for service outsourcing talents.

1. The fields and priorities of financial support in 2008

(1) in 2008, the Ministry of Commerce, in conjunction with the Ministry of industry and information technology and the Ministry of science and technology, mainly supported the service outsourcing enterprises of "China service outsourcing base cities" and "China service outsourcing demonstration parks" (hereinafter referred to as service outsourcing undertaking places), and enterprises that met second requirements and listed in the directory of key service outsourcing enterprises of Ministry of Commerce.

(two) encourage all kinds of training institutions that meet the requirements of the second regulations for training international service outsourcing talents (including tertiary institutions, hereinafter referred to as training institutions).

(three) support the related public service platform purchase and operation cost of the service outsourcing undertaking area.

(four) support service outsourcing enterprises to obtain internationally accepted qualification certification.

Two. The conditions for enterprises and training institutions to apply for support.

(1) the service outsourcing enterprises applying must meet the following requirements:

1. a registered foreign trade operator who has the qualification of an enterprise legal person and is registered and registered according to law in China.

2. in the past two years, there are no illegal activities in the management of import and export business, financial management, tax administration, foreign exchange management and customs management.

3. has signed a medium and long term service outsourcing contract with one or more service outsourcing contractors. The amount of service outsourcing business provided by enterprises is not less than US $1 million 500 thousand per year, of which more than 70% of service outsourcing business is provided to overseas end customers.

4., with service outsourcing capacity and service outsourcing market development and project management personnel, universities (including junior college) graduates and above employees account for more than 70% of the total number of employees.

(two) the training institutions applying must meet the following requirements:

1. qualification of service outsourcing training.

2. have qualified venues, facilities, professional teaching materials and teachers.

3. has the experience of providing customized training for undertaking service outsourcing enterprises.

4., a sound financial system and qualified financial management personnel;

5. the declared training program is nonprofit training in principle.

Three, support standards and support methods.

(1) for qualified service outsourcing enterprises, from September 1, 2007 onwards, 1 new college graduates (including college degree or above) who are engaged in service outsourcing work and have signed more than 1 years' labor contracts shall be provided with a quota training support of no more than 4500 yuan per person (directional training for the above persons).

Those who are hired to terminate the contract ahead of time and sign a new labor contract with other service outsourcing enterprises or original enterprises within the first year stipulated in the original contract shall no longer give the above enterprises quota training support.

(two) for qualified outsourcing training institutions, from September 1, 2007 onwards, the training personnel engaged in service outsourcing business (college degree or above), through training and assessment of professional knowledge and skills in service outsourcing, and signed more than 1 years' labor contract with service outsourcing enterprises, provided training institutions with training support of not more than 500 yuan per person.

(three) provide the quota support for the purchase and operation cost of the public service platform for the service outsourcing undertaking place that has been awarded the "service outsourcing base city / demonstration park" in China after September 2007, and specifically support the equipment purchase and operation cost of public technology service platform, public information service platform and public training service platform.

In 2007, where the financial support for public service platform construction was enjoyed in 2007, the Ministry of Finance and the Ministry of commerce should report the specific use of funds for public service platform in the region and the use of funds in 2007.

(four) support for the series of maintenance and upgrading of the relevant certification and certification of the development capability maturity model integration (CMMI), development capability maturity model (CMM), human resource maturity model (PCMM), information security management (ISO27001/BS7799), IT service management (ISO20000), service provider environmental security (SAS70) and other related certification services outsourcing enterprises since January 1, 2008. Each enterprise can declare 3 certification projects per year, and each project does not exceed 500 thousand of the financial support.

Four. Application and appropriation of funds

(1) the service outsourcing enterprises and training institutions that meet the above requirements can submit training funding applications to the departments in charge of Commerce and finance in their cities before July 30th, and register on the website of www.fwwb.gov.cn (service outsourcing business information management system) website.

1. the service outsourcing enterprises should provide the following materials for applying for personnel training funds:

(1) "application form for service outsourcing talents training fund subsidy" (website automatically generated);

(2) photocopy of the identity certificate of the employment personnel and the certificate of college degree or above;

(3) a copy of the labor contract signed by the employing staff and the service outsourcing enterprise for more than 1 years.

2. funding for training institutions should also provide the following materials:

(1) the certificate of employment qualification provided by relevant departments;

(2) training programmes and curriculum arrangements for each phase of the project;

(3) provide customized training materials for service outsourcing enterprises (including customized training agreements signed by training institutions and service outsourcing enterprises);

(4) the training organization shall issue copies of the certificate of professional knowledge and skill training for trained personnel.

(5) copy of the training fee payment certificate of the trained personnel;

(6) details of each training item's cost and charging standard.

3. the service outsourcing enterprises shall provide the following materials for applying for international certification subsidy funds:

(1) a copy of the international qualification certificate issued by the enterprise;

(2) a copy of the contract agreement signed between the enterprise and the relevant international certification assessment consultants.

(3) the photocopy of the certificate of payment by the enterprise.

4. funding for public service platform for service outsourcing requires the following materials:

(1) obtain the approval document of "China's service outsourcing base city / demonstration area";

(2) service outsourcing public service platform supports funding application documents;

(3) specific use of funds for public service platform of service outsourcing in the region.

(two) jointly with the competent departments of Commerce and finance in the city where they are located, they will jointly report and report to the provincial competent departments of Commerce and finance.

(three) the Ministry of Commerce, together with the Ministry of finance, will confirm the amount of support after examining the applications submitted by all localities.

Five, governments and departments in charge of commerce should strengthen supervision and management of funds to ensure timely funding.

Six, no unit is allowed to cheat, misappropriate or intercept funds.
