In order to facilitate mainland residents to apply for short-term visit to Hongkong or Macao, we should further standardize the entry and exit administration departments of public security organs to accept, approve and issue permits and endorsements from Hong Kong and Macao, and effectively improve the level of law enforcement and management, and fully embody the principles of openness, fairness and fairness.

Chapter I acceptance

I. accepting departments

(1) mainland residents who handle Hong Kong and Macao pass and endorsement must be accepted by the exit Entry Administration Department of the public security organ where their permanent residence is located.

Except in the following situations:

1. If mainland residents apply for business endorsement, they shall be accepted by the exit Entry Administration Department of the public security organ at the place where the work unit is located.

2. Active servicemen shall be accepted by the entry exit administration department of the public security organ stationed by the army or work unit.

3, mainland residents hold Hong Kong and Macau passes with residence endorsement. In Hongkong, they need to renew their applications and renew their passes and Hong Kong and Macao passes and residence endorsements. They are accepted by the Guangdong Public Security Bureau Shenzhen entry exit visa office (hereinafter referred to as Shenzhen visa office).

4, the mainland residents hold a pass for Hong Kong and Macao with residence endorsement. In Macao, they need to renew their applications, reissue their permits and endorsements in Hong Kong and Macao or go to Hongkong for other endorsements. The Guangdong Provincial Public Security Bureau Zhuhai entry exit visa office (hereinafter referred to as Zhuhai visa office) is applied for.

(two) the Chinese citizens who settle in the mainland for handling Hong Kong and Macao pass and other endorsements after the arrival of the mainland shall accept the application from the exit Entry Administration Department of the public security organ of the place of residence.

Two. Application conditions

If the mainland residents meet the prescribed conditions in the following circumstances, they may apply for Hong Kong and Macao pass and corresponding endorsement.

(1) visiting relatives.

1, relatives are residents of Hongkong or Macao.

Visiting relatives include: spouse, parents (parentage), children; grandparents (grandparents), grandchildren (grandchildren), compatriots, brothers and sisters, uncle (uncle), uncle, aunt, aunt, nephew (female), nephew (female).

Mainland residents who meet the above requirements may apply to their spouses and children under 16 years of age.

2, relatives are staff members of the Ministry of foreign affairs stationed in Hongkong or the Macao Special Administrative Region, the Liaison Office of the Central People's Government in Hongkong or the Macao Special Administrative Region, and cadres of the Chinese people's Liberation Army in Hongkong or Macao.

(two) business.

1, the mainland residents are sent to Hongkong or Macao to engage in business activities by their enterprises or units.

Enterprises refer to all kinds of enterprises with independent legal entity registered and registered by the State Administration for Industry and Commerce and their branches.

A unit refers to a public institution that has handled tax registration and has production and operation in the state tax authorities, and a permanent representative office of an overseas enterprise in the mainland.

An enterprise or unit that requires mainland residents to go to Hongkong or Macao to engage in business activities may apply to the exit Entry Administration Department of the public security organ at the place where the work unit is located to apply for registration.

After examination, it is found that the archival filing enterprises or units that meet the requirements shall be issued to the "staff and workers of enterprises or units to apply for a certificate of business registration in Hongkong or Macao".

Record items: unit registration information, business status information, the amount of business endorsement that can be applied for different periods and times, and the staff information that was intended to apply for business endorsement.

The certificate of archival filing shall be valid for one year, and shall be subject to annual examination if it still meets the conditions for registration of units in the region after the expiry date.

If the list of personnel in the record is changed, it may apply for change.

According to the tax payment, foreign exchange earning or registered capital of enterprises or units, the conditions for registering and registering units in the region and the operational rules for specific business endorsement are formulated, and published and reported to the exit Entry Administration Bureau of the Ministry of public security for record.

2, individual business operators go to Hongkong or Macao to engage in business activities.

3, driving to the mainland and Hongkong or Macao special pport.

(three) team travel.

Mainland residents take part in travel groups organized by the state designated travel agencies to travel to Hongkong or Macao.

(four) personal travel.

The permanent residents of the "personal tour" area have been approved to travel to Hongkong or Macao.

(five) residence.

Mainland residents can be residing in Hongkong or Macao after approval by the relevant departments of Hongkong or Macao.

1, with the entry permit issued by the Immigration Department of Hongkong, Hongkong will go to school, employment, training, labor and accompanying family members.

2, Macao university admission to Macao to study.

3, approved by the Macao Public Security Bureau to Macao labor service.

4, approved by the Macao social and cultural department, and went to Macao's science, technology, education, culture and health department.

5. The accompanying family members who have been approved by the Macao Public Security Bureau to Macao labor force.

6, holding the residence endorsement in Hongkong or Macao, the endorsement validity period expires, after the approval of the relevant departments of Hongkong or Macao, need to continue to live in Hongkong or Macao.

(six) others.

1, the mainland residents need to go to Hongkong or Macao for treatment, funeral, lawsuits and examinations.

2, Chinese citizens who settle abroad need to go to Hongkong or Macao after they come to the mainland.

3, mainland residents should work in foreign or regional news agencies in China, embassies and consulates, representative offices, representative offices of international organizations, law firms, schools and hospitals in Hongkong or Macao.

4, the mainland residents need to go to Hongkong after they enter Macao with Hong Kong and Macao pass with residence endorsement.

Three, application materials

(1) the application form for Chinese citizens to Hong Kong and Macao (format Appendix 1) and the same specification photograph are completed and affixed with the applicant's recent positive blue hat or white bottom color photo (48X33mm).

(two) identity card of Applicant:

1, the mainland residents must submit copies of their residence booklet and identity card. If the applicant is under 16 years old, he only needs to submit copies of his residence booklet. If the applicant is an active serviceman, he only needs to submit a copy of his military identity card.

2. A Chinese citizen who has settled abroad will submit a photocopy of his passport and a certificate of residence abroad.

(three) the work unit or the opinion of the police station.

(five) a valid pass from Hong Kong and Macau must also be sent to Hong Kong and Macao.

Four, work unit or public security station opinion.

(1) the contents of the opinions include: whether the contents of the application form are true, whether the applicant has five kinds of circumstances that the legal person is not allowed to leave the country, and whether he agrees with the applicant to go to Hongkong or Macao (to disagree with reasons).

Opinions can be directly filled out in the corresponding columns of the application form, and may also be issued separately.

(two) the unit of opinion issuance.

1, the state staff shall issue their opinions according to the organization, personnel management authority and administrative affiliation.

2, personnel from state-owned or state holding enterprises or institutions shall be represented by the legal representative of the unit or the personnel and security department authorized by them.

3, students who have reached the age of 16 and have secondary schools have their opinions from their schools.

4. Active servicemen shall be given advice by their troops or work units.

5, other personnel, issued by the local police station where their permanent residence is issued.

(three) the following personnel need not submit the opinions of the work unit or the police station.

1, the area where the passport is applied as required shall not belong to the registered personnel or active servicemen.

2, mainland residents under 16 years of age.

3, Chinese citizens who settle abroad need to go to Hongkong or Macao after they come to the mainland.

4, according to this code, the mainland residents who apply to the exit Entry Administration Department of the public security organ where the residence is located.

Five, the corresponding evidence for application.

(1) visiting relatives.

1, relatives for Hongkong or Macao residents, submit their Hongkong or Macao resident identity card photocopy, proof of kinship.

The relatives of the visiting relatives are spouses, parents (parentage) and children. The proof of their kinship includes: copies of residence booklet, photocopy of marriage certificate, photocopy of birth certificate, certificate of registration of Hongkong, certificate of Macao resident identity.

(the acceptance department may submit one or more items according to the requirements of the applicant's relationship with Hongkong or Macao.

Relatives of the visiting relatives do not belong to spouses, parents (parents of parents) or children. The proof of their kinship includes: the certificate of registration in Hongkong; the certificate of the identity of the residents in Macao; the proof of the family relationship issued by the state organ, institution, state-owned enterprise, state holding enterprise, or the public security police station where the household register is located.

Applicants who have gone through Hong Kong and Macau passes to visit relatives in Hongkong or Macao will apply for a visit to the same family member within the validity period of the Hong Kong and Macao pass. There is no need to submit proof of kinship.

2, relatives are submitted to the office of the Ministry of foreign affairs stationed in Hongkong or Macao Special Administrative Region, the Liaison Office of the Central People's Government in Hongkong or the Macao Special Administrative Region, and the cadres of the PLA stationed in Hongkong or Macao.

(two) business.

1. Mainland residents are sent to Hongkong or Macao to engage in business activities by their enterprises or units:

(1) a copy of the certificate of archival filing has been submitted to the archival filing personnel.

(2) a person who fails to file a record shall submit a copy of the business license or a copy of the certificate of registration, a photocopy of the tax registration certificate, a copy of the social security certificate and a dispatch letter (see the attachment form).

2. If an individual business operator applies for business activities in Hongkong or Macao, he shall submit a copy of the business license and tax registration after the annual inspection.
