However, the response of the "market general" to others was quite low. "In the past 30 years since reform and opening up, I have always been a soldier in the market, always growing up in the baptism of market economy, and always fighting against it."

Up to 1983, the Qingdao rubber nine factory with more than 2000 workers is still following the national plan, and has been producing "release shoes" for decades. Raw materials are allocated by the state and the products are underwritten by the state.
But by the end of this year, the initial reform and opening up had caused a vacuum between the planned economy and the market economy. The commercial department told rubber nine factories that the "stupid and stupid" release shoes could not be sold, so they refused to buy them.
Wang Hai, who has just been appointed party secretary of the nine rubber factory, is worried and angry: "the production plan is yours, and the production task is finished, but you do not, so what do we do?"
2 million pairs of shoes are piled up, the business sector is not underwritten, only to sell their own shoes, enterprises can survive.
From this, the company called "double star" is forced to take the first step of self marketing and become the first enterprise to enter the market in the same industry.
In a winter night, led by Wang Hai, thousands of workers and staff carried a bag of shoes on their backs and secretly sold their shoes.
Soon, the wind broke, and the business sector was furious, claiming that it would stop underwriting any products they produced.
The anger of the business sector is not without reason. This enterprise even ignored the "red tape" and made blatant irregularities.
Just a few months ago, a senior national leader at the five session of the five National People's Congress said that since the third Plenary Session of the 11th CPC Central Committee, the party has enlivened the economic policy and achieved remarkable results. Under his leadership, the workers simply broke the market by carrying shoes boxes in the daytime. They sold them not only in Qingdao, but also in Yantai, Shijiazhuang, Nanjing and Lanzhou. After a year, 2 million pairs of shoes were sold out, and the enterprises survived.
Wang Hai, who has been driven into the market, has learned the charm of the market economy since then, and soon embraced the market economy with eager attitude. He jumped into the market dense forest like a courageous soldier, and began his adventurous trip to the forbidden area.
More daring, and faster pace. Some authoritative publication published in 2004 "China management 26 years big spot" records, in 1984, two close to collapse collective small factory merged to set up the Qingdao Refrigerator General Factory, by Zhang Ruimin as factory director.

After breaking through many obstacles, Wang Hai took people to pick up the short house and set up the corresponding technology center according to the needs of developing new products.

At that time, the establishment of the nine rubber plant was already seriously divorced from the actual needs of production and sales, and over 300 cadres were overstaffed.
When Wang Hai announced the merger and cancellation of some institutions, the contradiction broke out. At present, the sales personnel of double star have developed to tens of thousands of people, and set up a new marketing system with ten logistics platforms and more than 5000 chain stores nationwide.
The goal of double star reform is ultimately to point out that it is conducive to participating in market competition.
Under this goal, the double star launched the market-oriented personnel mechanism, distribution mechanism and reward mechanism, and completely smashed "iron wages, iron rice bowls and iron chairs".
Nowadays, there are fewer than 50 middle and high ranking cadres in the headquarters building of 50 thousand star employees.
Because of the strict performance appraisal of the appointment and dismissal of cadres, today's competence is removed, and tomorrow's incompetence is erased. Some people describe the cadres of the two stars as "blackboard cadres".
In the game of market, Wang Hai recognizes that the state-owned system can not maintain the advantage of sustainable development in competitive industries.
In the early 90s of last century, under the premise of preserving and increasing the value of state-owned assets, Wang Hai contracted and sold the binary star company to complete the pformation from "selling shoes to the company" to "selling shoes for oneself", and put many duo stars into the production line of millionaires. At the same time, it explored a new way for maintaining and increasing the value of state-owned assets in the competitive field.

Wang Hai said frankly that since reform has touched many people's interests, it has been hard to count the attacks he has suffered over the years. Some of them are still thrilling to think of it, but one difficulty after another is overcome.
One reason for such a "miracle" is that the reform of the double star has adapted to the needs of market competition and accords with the laws of the market economy. Another reason is that the reform of the double stars has been supported by the main leaders of the municipal Party Committee for many years, which has prompted him to "be more daring and step faster."
The sea going overseas is open, and going uphill to the countryside is also open in the mid and late 90s of last century. Due to the total number of shoe-making enterprises with a certain scale in China reaching thousands of enterprises, there was a serious surplus of capacity, and 80% of the shoe making enterprises in the country suffered losses. At that time, the two stars still made profits and developed into the largest shoemaking enterprise in the world.
Many colleagues said admiringly, or Wang Hai smart, ten years ago, low cost expansion, with the cost advantage.
In 1985, the Central Committee proposed that enterprises should take the road of "horizontal economic integration". Wang Hai, a year ago, engaged in horizontal economic cooperation with the Huangdao rubber factory. At the same time, he saved the bankrupt township enterprise, and successfully pferred his old products to the rural production, and got cheap factory buildings and labor force.
Over the past year, Wang Hai has built 13 joint venture factories in the surrounding areas of Qingdao, and the annual output value has increased to 100 million yuan.
Now, horizontal economic union is actually a low cost expansion.
At that time, the state-owned enterprises from the city to the rural areas were also deviant.
Some people say that Wang Hai is unable to go on in the city; some people say that Wang Hai is willing to give up his job to others; others even point to Wang Hai as "selling factory thief".
The latter's answer is: the sea going overseas is open, and going to the mountains and going to the countryside is also open.
In fact, when the two stars went up to the countryside, they only played a prelude.
In the early 90s of the last century, the two stars built up two large scale shoe cities in the Yimeng Mountain in the middle of the Yimeng mountain.
Up to now, Binxing has invested 2 billion yuan, and has built more than ten production bases in remote mountainous areas such as Shandong, Henan, Sichuan and Guizhou. While successfully driving more than 100 thousand farmers to get rich, their own assets have also expanded rapidly due to their low cost operation.
