The proportion of textile processing industry in the world increased from 25% in 2000 to around 50% in 2010. But in recent years, the price and supply of cotton and chemical fiber and other major textile raw materials have been greatly affected, which has caused great difficulties to the production and operation of the textile industry.

Since the beginning of this year, China's textile industry has been in a difficult position in the complex economic environment at home and abroad. In 1~5 months, the number of exports decreased by 2.2%, and domestic sales fell by 10 percentage points over the same period last year. The total industry production dropped by 18 percentage points. The downturn in the textile market and the sharp fluctuations in raw material prices are facing new contradictions in the healthy, stable and sustainable development of the industry. Textile raw materials are the main production factors of the textile industry. At present, textile raw materials have undergone fundamental changes compared with before the reform and opening up, mainly reflected in the following aspects:

First, from shortage of production to supply exceeding demand. Before the 90s of the last century, China's textile raw materials were mainly cotton, and now the proportion of chemical fiber has reached over 73%, and China's chemical fiber technology and capabilities have been rapidly upgraded, and the shortage of raw materials has become a thing of the past.

Two, textile materials are rich and colorful. The development of chemical fiber varieties, the natural fibers of cotton, linen and silk, greatly enriched the textile market, and greatly improved and satisfied the consumption level of consumers. It played a good role in promoting textile consumption.

Three, the complementarity, diversity and competition of all kinds of fibers coexist simultaneously, promoting the development of all kinds of fiber technology and equipment, as well as the imbalance and instability of all kinds of fibers.

The reform of cotton system should take the road of market.

The uncertainty and instability of the raw material market environment has seriously affected the industry. This is not only a current problem, but also a long-term problem. Since the beginning of this year, the market of China's textile industry has been relatively low. But in the 1~5 months of this year, the output of yarn has increased by 14%, and the output of chemical fiber has increased by 15%, which runs counter to the depression of the market. The increase in production has also caused great difficulties for cotton and chemical fiber production and operation enterprises. According to the latest report released by the International Cotton Advisory Committee on ICAC6 1, it is estimated that the annual cotton inventory will grow for two consecutive years. It is estimated that in 2013, the inventory will reach 61% of the total consumption in July. That is to say, cotton will be surplus in the next two years. China's national cotton storage has become a hot potato. It has also become an uncertain factor. China's cotton textile industry has also been in a predicament. Some enterprises have already suffered large losses, so cotton needs to be reformed, and we must pay close attention to reform and accelerate the pace of reform. China's cotton reform must be promoted from three aspects.

First, we should exclude cotton from the sequence of strategic materials and no longer be included in strategic materials. Our original grain and cottonseed oil is a strategic material. Now cotton is not the main raw material of textile industry and textile consumer goods.

Two, we must manage from the central government to the provinces, municipalities and autonomous regions, and no longer engage in centralized management by the central government. No restrictions should be placed on the central plan, central inventory and central quotas, to put these management in provinces, municipalities and autonomous regions.

Three, from the planned system to the real market, the allocation of resources on the track, the abolition of quotas, no longer engage in national cotton reserves, no longer engage in state pricing. Specific policies can be adopted for special provinces, such as Xinjiang. The management system of cotton should be put into the simplest and uncomplicated management system. I believe that as long as we turn to the way to allocate resources in the market, our cotton The system will be able to meet the common interests of the whole industry chain, so as to realize the economic development and win-win situation of all industries and sectors.

The textile industry itself is a highly competitive industry. But our raw materials have not gone to such a way.
