Textile Enterprises Start New Year, And Migrant Workers Are Hard To Find Jobs.
In February 9th, on the Lantern Festival of the lunar new year, more migrant workers began to travel long distances to seek employment opportunities in coastal cities.
Just as these migrant workers set foot on the road to find new jobs, the State Council issued a circular calling for a good job in the current economic situation.
The notice of the State Council on the employment work under the current economic situation requires that the employment work should be put in a more prominent position, and efforts should be made to ensure that the employment situation is basically stable.
As part of the peasants who lost their jobs in the Pearl River Delta moved their targets to the Yangtze River Delta, the number of migrant workers looking for jobs increased by 30% in Wenzhou and other places in the Yangtze River Delta.
At present, the Yangtze River Delta is in a tight position. It will ensure that the employment of migrant workers is a top priority, and they will organize and increase the number of job fairs.
However, the reporter interviewed found that although the number of recruitment sites increased, the employment situation of migrant workers was not optimistic because of the shrinking demand of enterprises.
From the Pearl River Delta to the Yangtze River Delta in February 5th, it is located at the automobile Southern Station of Ningbo City, Zhejiang Province, the manufacturing city of the Yangtze River Delta.
Zhao Xiaojun, who was scalded with curly hair, was born in 1988, with earplugs in his ears and a mobile phone in his hand.
From Wuhu, Anhui, he said that the Guangdong Foshan shopping mall, which worked a few years ago, reduced the base salary to 500 yuan. So I think of Ningbo and see that it is near home.
Zhao Xiaojun's goal is still to find a promotion in the mall, "sales, at the end of the month 800 yuan, plus commission."
Zhang Deguang, a 43 year old Fengjie native in Chongqing, is looking forward to Cixi, carrying a large red and white woven bag.
Zhu Deguang used to work in an electronics factory in Dongguan, Guangdong. He started working in a semi - operational state in October. Sometimes he only had 200 yuan of living expenses. He left early in January 20th. When he did not go home for three years, he returned home with all his family.
After the Spring Festival, he was not ready to work. But he heard that he worked in Cixi.
"Home repair house still owed forty thousand yuan, anyway, there is craftsmanship, not afraid of not finding a job."
Zhang Deguang said.
Cixi, a subordinate city of Ningbo, ranks sixth among the top 100 counties in the country. It has 5 industrial clusters including small household appliances, 24000 enterprises and 376 thousand employees.
Zhang Deguang chose Ningbo for the reason that "wages here are higher than those in Guangdong".
A survey conducted by Zhongshan University in May 2008 showed that the monthly wages of migrant workers in the Yangtze River Delta were 265.66 yuan higher than that in the Pearl River Delta.
(2007) Chinese migrant workers (blue collar) report shows that 72% of the migrant workers who work in the Yangtze River Delta want to stay, and 51.3% in the Pearl River Delta.
The employment environment and salary in the Yangtze River Delta are closer to the expectations of migrant workers.
The report surveyed more than 10 thousand enterprises and 20 thousand blue collar workers in 40 representative cities across the country.
Gong Gaofeng, deputy director of Ningbo employment service center, said that many of the migrant workers who came to work were working in the Pearl River Delta.
The employment management center of Wenzhou started work at the beginning of six, and more than 7000 migrant workers came to work here every day, an increase of 30% over the previous years.
In the central part of Jiangsu, Yangzhou, Taizhou and other places, reporters learned that a group of people who worked in Guangzhou and Shenzhen did not go out after the Spring Festival, and stayed there. They also became members of the Yangtze River Delta employment force.
The start-up of enterprises is obviously ten behind the beginning of the previous year. In Wenling, which has more than 2000 shoemaking enterprises, the production workshops of various enterprises are still cold and clear. Only a few of them have posted signs of recruitment.
After the Spring Festival, reporters interviewed in Ningbo, Nantong, Suzhou and other places found that the factory started late this year. There were few enterprises that started in the fifth and the early tenth of the year, and more enterprises started the commencement date after the Lantern Festival.
With the movement of many floating population from the Pearl River Delta to the Yangtze River Delta, the employment situation of migrant workers in the Yangtze River Delta region is more and more optimistic. The employment of manufacturing and processing trade is shrinking due to the impact of the financial crisis.
Not only did enterprises start late, but the number of recruiters also dropped significantly.
"Fewer recruitment units, few choices!"
In the market of migrant workers beside the Shiqiao home textile town in Haimen, Lianyungang, Xiao Zhao has been wandering for three days, but it is not yet available yet in Jiangsu.
Xiao Zhao said that a large company had recruited dozens of people that morning, but not for a while.
The Ningbo Aux Air-conditioner Co, which recruited 1500 people, is very dazzling. Huang Xiping, a recruiter, said that as long as he had junior high school education or under 40 years of age, the monthly salary could be up to 1800 yuan.
There are not many enterprises like AUX.
At the entrance of Haimen recruitment market in Jiangsu Province, we can see dozens of people who are holding recruitment information and migrant workers talk about the demand of recruitment enterprises, and hundreds of candidates are shuttling.
In the market, recruiters of Nantong yuan Chao Household Textile Co., Ltd. told reporters that nearly 200 enterprises were recruiting people in the market one year after the festival last year, and this year, there are only about 70 enterprises with recruitment requirements.
"Recruitment Posts declined compared with the same period last year, and production and pportation posts such as electricians and abrasives decreased."
Ningbo Employment Service Center Gong Gaofeng said.
According to the center data, in from February 1st to 5th, a total of 783 units in Ningbo issued 1943 employment information, employing 13220 posts. Among them, 1779 were ranked as the average operator, 1239 were sewing workers, 1033 were lathe workers, and 2380 copies were issued for employment.
According to the statistics of the human resources market in Hangzhou, the number of people on the first working day is about 500, which is basically the same as last year.
A total of 300 units provided 4329 jobs, which were significantly reduced compared with last year, and 687 units provided 8025 jobs on the first day of last year.
There are 936 registered enterprises in Wenzhou on the first day to the job center, 119 less than the same period last year, and the enterprises without registration and recruitment are basically foreign trade and manufacturing enterprises.
Recessive unemployment is increasing. Besides working hard to find, some migrant workers who are already interested in work are also anxious.
"Although tired before, but the wages can be, we can still work!"
Xu Yongsheng, a migrant worker in Yancheng, told reporters that until last year, he worked in an enterprise in Suzhou. He had 1 days off every 4 days, and the monthly salary was around 2000 yuan.
If you catch up with overtime work, you will get more income.
But, from the second half of this year, the factory began to change slowly.
"Working hours are getting less and less, from four to four, two to four, three, and wages are getting less and less.
The monthly salary is only about half the original salary, and there are rumors that the factory is going to go bankrupt.
Last November, he left the factory and went back to his hometown.
In fact, there is a lot of underemployment.
Reporters learned that in Ningbo, Suzhou, Nantong and other places, some enterprises did not take the initiative to lay off workers, but because of reduced orders and increased operating pressure, enterprises began to reduce labor hours, reduce wages and other ways to deal with.
Reporter survey found that in many cities in the Yangtze River Delta, local governments do not support layoffs, and through specific measures to promote enterprises to retain employees, on the one hand, to ensure employment and social stability to maintain employment situation, but at the same time, it also has some "side effects", regardless of whether employment or unemployment figures may be inaccurate.
Besides, the information of the dispatched workers may not be counted.
"In terms of corporate layoffs, the impact of labor companies may be the biggest. Many enterprises layoff the brunt of it is the dispatched workers, and this part of the layoff information is generally not reported."
Suzhou electronic information industry association related experts recently told reporters.
The local governments are in high alert. "25 million migrant workers are looking for jobs this year."
In February 2nd, Chen Xiwen, director of the China Central Rural Work Leading Group Office, first announced the unemployment situation of migrant workers.
The data is based on the total number of migrant workers who left town for employment last year. The total number of migrant workers is about 130 million, while the survey shows that 15.3% have lost their jobs or have not yet found jobs and return to China, plus an average annual increase of 600-700 million migrant workers in China.
Facing such severe employment pressure of migrant workers.
Reporters learned that the Yangtze River Delta region at the end of last year has introduced various measures to monitor employment dynamics and promote employment.
In view of the employment problem of migrant workers after the Spring Festival, the governments in the Yangtze River Delta have increased employment opportunities and provide employment guidance services.
The employment of enterprises and migrant workers has been strengthened.
Shanghai has launched six measures to maintain employment stability, including the establishment of a dynamic analysis mechanism for the employment of enterprises in the city, and timely grasp of the changes in the employment of enterprises.
The labor and social security departments in all parts of Jiangsu also explicitly require all public placement agencies to give practical guidance to job seekers according to their employment forecasts.
The frequency of recruitment activities increased significantly.
Zhejiang is expected to have 20 job fairs in February this year, equivalent to 4-5 times a week of recruitment activities, two times the same period last year.
Jiangsu province will launch the "spring wind delivery service month" 14 recruitment activities, focusing on new workers who have lost their jobs and farmers who have been expropriated.
Some enterprises recruiters said that due to the impact of the financial crisis, enterprises were looking for lower wages to find workers because of the cost reduction considerations, and the salary cut was around 10-20%.
Employment centers in some cities in Jiangsu and Zhejiang show that the general salary of posts is between 800-1800 yuan.
However, the number of migrant workers interviewed by reporters has been increasing the bottom line of their salary, hoping to find at least the same jobs as last year's.
In the post holiday job market, the contradiction between employees' desire to raise treatment and the cost pressure of enterprises is more obvious than that in the latter half of last year.
This year's central document No.1 mentioned the issue of actively expanding the employment of rural labor force.
The document requires that all regions and relevant departments should attach great importance to the problems of employment difficulties and wage decline of migrant workers, and take effective measures to maximize the resettlement of migrant workers so as to increase their income.
Besides, the Yangtze River Delta cities also consider opening a door for migrant workers to enter the city.
It has been revealed that the Legislative Work Committee of the Standing Committee of the Zhejiang Provincial People's Congress has listed the regulations on the registration of floating population in Zhejiang as a legislative item in 2009, which is proposed to be considered by the Standing Committee of the provincial people's Congress, and the migrant workers are expected to enjoy the same treatment.
