China is a big country in textile inspection. In the textile inspection market, China's commodity inspection, quality inspection and inspection system accounted for 45% of the total, while domestic private businesses and third party notarization tests accounted for only 5% of the total, half of which were occupied by foreign testing institutions.

At present, the Swiss general surveyor's Office (SGS), the American testing company MTL and other international testing institutions have initially completed the commercial layout work in China. In 2006, only two textile inspection revenues in China exceeded 600 million yuan.

On the other hand, the detection rate of domestic textiles market is less than 50% due to the lack of testing institutions.

At present, China's textile inspection market has a capacity of only about 2 billion yuan.

With the continuous development and improvement of China's market economy, the market of national mandatory testing, commercial testing and entrustment detection has tremendous business opportunities.

So the current situation has both challenges and opportunities for domestic textile inspection organizations.

In view of this situation, we should aim at building an international advanced testing organization, and not be confined to the domestic market in the region. We should constantly expand the scope and scope of detection, and constantly expand our overall strength and improve ourselves in an all-round way, so that the testing organization will grow from small to weak.

In order to detect the survival and development of the organization, it is the key to strengthen the construction of the testing institution itself.

1., we must first guarantee the quality of the data report.

Testing reports are products of testing organizations. The quality of products directly affects the survival and development of an enterprise. Under the market economy system, there is no excellent detection technology level, no own unique testing advantages, and no good social reputation, so there is no source of survival and origin of the detection mechanism.

Therefore, the testing organization should pay enough attention to every report issued.

Textile is different from the general industrial products. On the one hand, it covers many disciplines, such as machinery, biology, materials, chemistry, optics and so on. It has a wide variety of specialties. On the other hand, it directly affects the human body. The safety of products is related to people's lives and health. Our province is one of the most developed areas of textile industry in our country, and there are many enterprises and products. Therefore, inspection institutions should increase the retraining and relearning of testing personnel, constantly improve their professional level, strengthen the introduction and cultivation of inspection talents, give full play to their advantages in testing projects, make them brand, and increase opportunities for communication between brotherhood testing organizations, so that the two sides of the communication can complement each other and learn from each other so as to achieve common improvement.

Whether we can ensure that high quality testing reports are a severe test for our testing organizations, we must make efforts to do a good job for enterprises with a hundred times of efforts.

2., we should strengthen the construction and development of ourselves through the opportunity of supervision and inspection.

Supervision and spot check is one of the effective monitoring means for products after listing. Through the sampling inspection and key items detection of the listed products in production, circulation and use, the quality problems of the listed products can be found in time, and the counterfeiting and shoddy products can be combated.

Since 2005, our center has completed more than 500 batches of quality inspection and inspection of sweater clothing and yarn products at provincial, municipal and county levels.

By increasing the intensity of supervision and sampling inspection, the announcement system for unqualified products has deterred illegal enterprises. In doing well the supervision and inspection work, our center is actively cooperating with the product quality supervision and law enforcement personnel, and explores ways to spot inspection methods for different parts such as sweater production, circulation and use, and actively gives assistance to enterprises with problems.

Each supervision and inspection task will bring new problems and situations. For example, the continuous emergence of new textile fibers has increased the difficulty of qualitative and quantitative determination of fibers, requiring inspection agencies to continuously update fiber inspection technology and actively devote themselves to the research and development of new methods and standards.

The research project of "new textile fiber testing method development" which was applied by our center in 2006 has won the three prize of the national quality control system paper award. The continuous development of the new sweater processing technology makes the testing standard lag behind. It requires the testing organization to explore scientific and reasonable testing methods for the new processing technology. In view of this, our center has actively participated in the formulation and revision of the standard of semi combed wool knitting yarn and semi worsted knitwear standard. The appearance of the new functional sweater clothing has increased the detection pressure of the relevant testing institutions, and the testing standards are always lagging behind the introduction of new products. Therefore, the testing institutions should actively establish good cooperative relations with the enterprises, learn from each other and help each other.

While serving the enterprises, our center has also been well trained and improved, which has increased the confidence of the enterprises in the inspection institutions.

China is a big producer of textile products. We are in the forefront of the world in terms of new materials, new functions and new processes.

Therefore, we should also have the reason, ability and opportunity to take the lead in the field of textile testing.

3. learn from international experience.

While fulfilling the duties of product inspection, on the one hand, it actively participates in the activities of international and domestic standardization organizations, tracks the development trends of international, national and industrial standards, and actively studies and pforms them.

At the same time, communicate and communicate with the famous international and domestic certification bodies. Please come in and learn from international experience.

Actively participate in the revision and revision of industry standards.

Over the past few years, our center has organized and completed two amendments to the industry standard of wool knitwear, which has promoted the development of sweater industry in our province.

To expand the scope of the testing area, our center is one of the few testing bodies with the qualification of import and export commodity inspection and certification institutions in the same scale inspection institutions. It has increased the scale of detection and increased the confidence and visibility of the institutions.

Recognizing the situation in the field of international detection

All along, textile safety standards have restricted the export of Chinese textiles, and domestic safety standards need to be strengthened. The Jiangsu economic and Trade Commission on October 7th reported that textile safety standards testing, which has been troubling China's textile and clothing exports in recent years, has become a hot topic in the industry.

Xia Youfu, a professor at University of International Business and Economics, said at the 2008 China (Wuxi) international business association cooperation forum that China's export trade should not only consider the price and quality of products, but also attach importance to product safety, environmental protection, corporate social responsibility and scientific and technological progress.

Concerned about product safety and technical barriers to trade in the production process has become the most important non-tariff barrier restricting the development of China's export trade.

At present, Chinese textiles

Export enterprises usually check strictly on product quality, but they do not attach enough importance to product safety and environmental protection.

Especially since the outbreak of the subprime mortgage crisis, the demand for the US market has declined, and the EU's support for China's textile and clothing exports has become increasingly prominent. Now, the European attention to the detection of textile eco-environmental protection also has an unnegligible impact on the export of China's textile industry.

In addition to the most widely used and most authoritative international textile eco label Oeko-TexStandard100, which has been widely used in Scandinavia, Western Europe, Japan and the United States, the restrictions on the content of 100 kinds of harmful substances such as azo and free formaldehyde in import and export clothing are restricted. The EU Reach (Registration, Evaluation, Authorization and Restriction of Chemicals, chemicals registration, evaluation, licensing and restriction) regulations, which began in June 1, 2007, are highly concerned by the domestic textile industry.

The directive on the sale and use of perfluorooctane sulfonic acid (PFOS), which came into effect in June 27, 2008, stipulates that the PFOS content of the finished products sold in the EU market should not exceed 0.005% of the total quality.

The domestic textile market is the survival place for the inspection agencies. The prosperity of the market determines the existence and development of the inspection institutions. The ecological and environmental protection is the internationally recognized responsibility of the enterprises. Now, the international restrictions on the export of commodities have been extended from simple products to semi-finished products, raw materials, production processes, whether it is ecological, environmental protection, and whether it is sustainable development. Therefore, our testing organizations should actively explore in the field of ecological and environmental protection testing, rationally guide the prosperity of the textile market, and improve the Chinese textile safety guarantee system, and the state has also issued some measures accordingly.

In February 2008,

"The determination of pesticide residues" has been promulgated by the national standard, which provides a basis for the detection of China's eco textiles. However, in the light of the current effect, the regulations are far from enough.

This requires that the testing institutions should try their best to integrate with the international standards in terms of testing standards, methods and techniques, and testing instruments. At present, the testing and research work of ecological textiles has been gradually emphasized and strengthened in China.
