全球名人談世博（三十二）

　　要在城市中實現(xiàn)更美好的生活，有賴于“物質(zhì)”，如市民的基本生活需求;更有賴于“精神”，在人們心中培養(yǎng)一種地方情結(jié)、歸屬感和共同思維，共同促進城市進步。上海世博會“城市，讓生活更美好”的主題正與此不謀而合。參與世博會這樣的盛事，也將使聯(lián)合國這個大家庭受益無窮。

　　聯(lián)合國人居署執(zhí)行主任安娜?蒂貝瓊卡 安娜?蒂貝瓊卡 坦桑尼亞人，現(xiàn)任聯(lián)合國副秘書長、聯(lián)合國人居署執(zhí)行主任。當(dāng)今聯(lián)合國系統(tǒng)內(nèi)職位最高的非洲女性。

　　值此空前的世界盛會，我謹(jǐn)向上海市、國際展覽局以及中國政府表示祝賀，并對獲邀撰文深感榮幸和愉快。

　　2010年世博會提出了一個恰合時宜的主題——“城市，讓生活更美好”。眾所周知，目前世界上有一半以上的人口生活在城市里，我們賴以生存的地球正日益城市化。城市化的加速帶來了諸多挑戰(zhàn)，也引起我們對諸多問題的高度關(guān)注：越來越多的貧民窟的出現(xiàn)、氣候變暖引發(fā)的種種威脅以及嚴(yán)重的水土流失現(xiàn)象。作為聯(lián)合國框架下主管城市發(fā)展的部門，聯(lián)合國人居署自1978年成立之初，就一直致力于改善全球各地的城市居民的生活。

　　在聯(lián)合國人居署看來，要在城市中實現(xiàn)更美好的生活，有賴于兩個方面：滿足市民基本生活需求，如水、衛(wèi)生設(shè)施和住房;更多則是在精神方面使市民得到充實和愉悅，尤其是在社會、文化和歷史等相關(guān)領(lǐng)域。在我們看來，在人們心中培養(yǎng)一種地方情結(jié)、歸屬感和共同的思維，其重要性并不亞于讓人人擁有基本的生活條件。

　　美好的城市得以建立，目標(biāo)的一致性也很重要，即當(dāng)?shù)卣⑺綘I企業(yè)以及城市居民都要清楚什么是城市發(fā)展的最大困境。人們只有把自己當(dāng)作城市的主人，并為其取得的成果而感到由衷自豪，這座城市才能真正取得可持續(xù)發(fā)展。如果沒有大家的關(guān)心與投入，城市就不會繁榮興盛，也不會激發(fā)其所有內(nèi)在潛力，成為一個社會和諧、全民參與、經(jīng)濟發(fā)展、環(huán)境理想的場所。

　　2010年世博會的主辦城市——上海，本身就是一座發(fā)展迅速的中心城市，這絕非巧合。除了發(fā)展速度驚人，上海為了推動全民公平與機會共享，在如何“正確推進”城鎮(zhèn)化、如何走出經(jīng)濟增長排斥和剝奪其他一切的怪圈等方面，還是作出了榜樣。

　　聯(lián)合國人居署受準(zhǔn)于2010年世博會期間協(xié)調(diào)聯(lián)合國機構(gòu)參博事宜，對此我們深感榮耀。我們深知這項任務(wù)的巨大挑戰(zhàn)與風(fēng)險。同時，我們也認(rèn)識到，能夠參與到世博會這樣的盛事中來，將會使聯(lián)合國這個大家庭受益無窮。同樣地，我們衷心希望，聯(lián)合國對于城市的識見，就像我們的主題館“一個地球，一個聯(lián)合國”中展示的那樣，能夠促進更多關(guān)于城市發(fā)展的國際對話，推動我們實現(xiàn)全球可持續(xù)性和公正性這一共同目標(biāo)。

　　小傳：

　　安娜?蒂貝瓊卡(Anna Tibaijuka)。坦桑尼亞人，現(xiàn)任聯(lián)合國副秘書長、聯(lián)合國人居署執(zhí)行主任。當(dāng)今聯(lián)合國系統(tǒng)內(nèi)職位最高的非洲女性。

　　1950年生于坦桑尼亞的小農(nóng)家庭。瑞典農(nóng)業(yè)科技大學(xué)農(nóng)業(yè)經(jīng)濟學(xué)博士。通曉英語、斯瓦希里語、瑞典語和法語，出版過5本著作，先后獲得加拿大麥基爾大學(xué)、英國倫敦大學(xué)學(xué)院等多所大學(xué)的榮譽博士學(xué)位，同時是瑞典皇家農(nóng)林學(xué)學(xué)院的外籍院士。1998年進入聯(lián)合國貿(mào)易和發(fā)展委員會，擔(dān)任最不發(fā)達國家和內(nèi)陸和島嶼國家主任和特別協(xié)調(diào)員。2000年，被任命為秘書長助理、聯(lián)合國人居中心執(zhí)行主任。2002年，被選舉為聯(lián)合國人居署首任執(zhí)行主任。長期以來致力于推動聯(lián)合國人居署的安全的土地保有權(quán)全球運動和城市管理全球運動，旨在提高公眾意識，改善消除城市貧困的國家政策和地方戰(zhàn)略，加強社會融合和公正。

　　Anna Kajumulo Tibaijuk is an Under-Secretary-General of the United Nations and Executive Director of the United Nations Human Settlements Programme (UN-HABITAT).

　　It is with distinct pleasure that I congratulate the City of Shanghai, the International Bureau of Exhibitions and the Government of China on this unique international gathering known as the World Expo.

　　The theme of Expo 2010 “Better City, Better Life” is particularly opportune. It is no secret, with over half the world’s population currently living in cities, that our world is an increasingly urbanised one. The advent of Homo urbanus brings many challenges that require our urgent attention, including the sustained growth of slums, the threats posed by climate change and the lack of security of tenure. As the lead agency for cities in the United Nations system, UN‐HABITAT has worked at improving the lives of urban dwellers around the world ever since its inception in 1978.

　　At UN‐HABITAT, we consider that the attainment of a better life in the city is dependent both on the fulfillment of the basic needs of its citizens, including access to water, sanitation and housing, and on the enjoyment of the more intangible aspects of urban living, particularly those related to its social, cultural and historical characteristics. Fostering a sense of place, a feeling of belonging and a shared collective vision is in our view as important as ensuring that basic services are accessible to all.

　　Building better cities also requires a partnership of purpose between those who understand what is most at stake in cities, including local government, the private sector and urban dwellers. Urban actors who feel ownership of their city, who take pride in its achievements are the bedrock of the sustainable city. Without the commitment of all concerned, the city cannot flourish and attain its full potential as a place for social interaction, citizen participation, economic development and environmental engagement.

　　It is no coincidence that the host of Expo 2010 is itself one of the most rapidly developing urban centres in the world. Despite its exponential growth, Shanghai is an exemplar of how urbanisation can “go right” and rid itself of the cycles of exclusion and deprivation to foster equity and opportunities for all.

　　UN‐HABITAT is proud to have been mandated to coordinate the participation of the United Nations system at Expo 2010. We understand that the challenge is great and the stakes are high. We also recognise that the rewards of taking part in such a remarkable event as the Expo are of inestimable benefit to the entire United Nations family. Likewise, we hope that the United Nations vision on cities as showcased in our “One Earth, One UN” Pavilion will contribute to the international dialogue on cities and promote our common goals of sustainability and equity worldwide.
