Target Management In Management World
Target management in management world
The mission and task of an enterprise must be pformed into a goal.
Goal management is a modern management method that aims at people oriented and results based, so that organizations and individuals can achieve the best results.
The concept of "target management" was first proposed by management expert Peter Drucker (Peter Drucker) in his famous book management practice in 1954. He then put forward the idea of "goal management and self control".
Dr Drucker believes that goals are not achieved only by work, but by objectives.
Management by objectives is a basic management skill. It combines many key management activities by means of dividing organization goals and individual goals to achieve a comprehensive and effective management method and process.
Objective management is to emphasize system and overall management, emphasize the management of independent and self-control, is the management facing the future, and is the management of heavy performance and heavy results.
"Management by objectives first is a philosophy of management, followed by management."
After the goal management method was put forward, it was quickly circulated in the American management circles. The US GE company used it first and achieved obvious results.
At that time, the western economy was changing from the recovery after World War to the period of rapid development. Enterprises urgently needed to adopt new management methods to mobilize the enthusiasm of employees to enhance their competitiveness. The emergence of target management came into being, and was widely applied and popularized. It has been emulated by enterprises in Japan and Western European countries and has gained popularity in the world management circles. It is recognized as an advanced scientific management method for strengthening planned management.
Objective management is also known as "management in management", which integrates work with people's needs, inspires employees to discover their work interests and values, implements self-control in their work, meets their self actualization needs through hard work, and the common goals of enterprises are realized. Therefore, many managers regard goals as a means of planning and control, and also become a tool to motivate employees or evaluate performance.
Objective management is a participatory, democratic, self-control management system, which is a management system that combines individual needs with enterprise goals.
Under this system, the relationship between the superiors and subordinates is equal, respected, dependent and supported. Subordinates are conscious, independent and autonomous after undertaking the objectives and being authorized.
Objective management is a comprehensive management system, a management principle, and a way of management.
Using the method of system, the key management activities of enterprises are organically combined, and the aim and personal goals of enterprises are consciously targeted and efficiently implemented, so as to further develop new goals and start the management cycle of new targets.
Target management, through a specially designed process, decomposes the overall goal of the enterprise step by step and pforms it into sub goals of departments and employees.
From corporate goals to business units, and then to departmental goals, and finally personal goals.
In the process of goal decomposition, the three parties should be clear, symmetrical and consistent with each other in the process of goal decomposition. They should be consistent with each other in order to form a coordinated and unified objective system. Only if every employee and each department has completed their own goals, the overall goal of the whole enterprise can be fulfilled successfully.
Goal management starts with setting goals and ends with the assessment of the target completion.
Work achievement is the standard to evaluate the target completion degree, and is also the basis for personnel assessment and award evaluation, and becomes the only sign of evaluation management performance.
As for the specific process, ways and means of accomplishing the goal, the superior management departments of enterprises should not interfere too much. Under the objective management system, the components of supervision should be reduced, and the ability to achieve control objectives should be strengthened.
Objective management is usually divided into strategic objectives, strategic objectives, plans and tasks in the field of enterprise management.
Strategic objectives and advanced strategic objectives are formulated by senior managers; intermediate targets are formulated by middle managers; primary goals are formulated by grassroots managers; programmes and tasks are formulated by employees and are related to the outcomes of each member.
The top-down goal decomposition and bottom-up goal expectation combine the implementation of business plan based on the initiative and enthusiasm of employees, and effectively attract employees to business activities.
Target management, also known as "achievement management", is divided into 3 stages: (1) setting goals, (2) achieving goals, and (3) checking and evaluating results, that is, comparing the achievements achieved with the original ones.
Management by objectives is a program or process. It enables the superiors and subordinates in the enterprise to negotiate together, and determines the overall objectives of enterprises in a certain period according to the mission of the enterprise, thereby determining the responsibilities and sub goals of the upper and lower levels, and taking these objectives as the criteria for organizing, managing, evaluating and rewarding each unit and individual. Its specific forms are various, but its basic contents are the same.
Objective management attaches importance to the results, emphasizing autonomy, autonomy and self-consciousness, does not mean that managers can let go. On the contrary, because of the formation of a target system, a single failure will affect the overall situation, so the management of managers in the process of target implementation is indispensable and very important.
Target management has a great impact on world management circles, but there are many questions in the implementation of it. Script src=>
